Session 1901 <br />November 17, 2003 <br /> <br />VIOLATIONS, RESPECTIVELY, AND ENACTING IN LIEU THEREOF NEW <br />SECTIONS TO BE KNOWN AS "SECTION 8.24.070 PROCEDURE FOR DELAY <br />IN ABATEMENT OF NUISANCE OR COMPLIANCE WITH CLOSURE ORDER," <br />"SECTION 8.24.080 DUTY OF OWNER OR OCCUPANT TO ABATE UPON <br />ORDER OF THE CITY MANAGER OR TO COMPLY WITH CLOSURE ORDER <br />OF THE CITY MANAGER," AND "SECTION 8.24.270 PLACES USED FOR THE <br />COMMISSION OF CRIMES, ORDINANCE VIOLATIONS, OR ACTS DONE, <br />PERMITTED, ALLOWED OR CONTINUED TO THE DAMAGE OR INJURY OF <br />ANY OF THE INHABITANTS OF THE CITY," THEREBY AMENDING SAID <br />SECTIONS SO AS TO MAKE VARIOUS AMENDMENTS TO SUBSTANTIVE <br />AND PROCEDURAL PROVISIONS IN SAID SECTIONS, AND CHANGE THEIR <br />TITLES; CONTAINING A SAVINGS CLAUSE AND PROVIDING A PENALTY. <br /> <br />The bill was read for the second time. <br />The bill was read for the third time <br /> <br />Mr. Wagner asked if this ordinance improved, strengthened and clarified the <br />City's current nuisance housing ordinance. Mr. Ollendorff said that it definitely <br />does. <br /> <br />Mr. Munkel moved approval and Mr. Lieberman seconded the motion. The roll <br />call vote was as follows: AYES: - Mr. Lieberman, Mr. Sharpe, Mr. Munkel, Mr. <br />Wagner, and Mayor Adams. NAYS: - none. Bill Number 8698 was passed by <br />five votes and became Ordinance Number 6466. <br /> <br />COMMENTS CONCERNING HEMAN PARK BOND ISSUE: <br /> <br />Mr. Ollendorff clarified the bond bid process further. He stated that the market is about 4 <br />per cent. The bond counsel reported this evening that the bids came in and the one <br />accepted this evening is for an interest rate of 3.7507 per cent, which is better than <br />other bond issues. Mr. Ollendorff reported to the Council that $4.7 million dollars will be <br />raised for the recreation center improvement. With the interest rates stated here, the <br />actual proceeds will be closer to $4.8 million, at $4,774,000., which is an excellent <br />interest rate based upon the City's financial ability. <br /> <br />EXECUTIVE SESSION <br /> <br />Mayor Adams said there would be no Executive Session for legal matters as previously <br />noted on the agenda. Mr. Ollendorff said there would be such a session only if the <br />Council desires to discuss telecom business, otherwise there is no pressing business. <br /> <br />MISCELLANEOUS COMMENTS: <br /> <br />Page 9 <br /> <br /> <br />
