Session 1903 - Study <br />December 6, 2003 <br /> <br />Mayor Adams raised the issue of what guidelines should determine the policy for <br />outside groups to post notices on the City's bulletin board. Assistant City- <br />Manager Thomas Moton introduced a "City-Owned Billboard Usage Policy" <br />categorizing sign-use requests and steps for implementing them. <br /> <br />After discussion the sense of the Council was that messages on the bulletin <br />boards should be "City sanctioned messages", and that the proposed policy <br />would be adopted to govern this matter. <br /> <br />A,qenda Item #6 - Metrolink Construction Issues <br /> <br />Mr. Ollendorff said he would provide update details in a memorandum for <br />Councilmembers to study regarding the project. Metro has been informed, by <br />letter, that they are not to use University City streets to haul their debris to the <br />various dumping sites outside of the City. So far, no response has been <br />received. There was brief discussion of some of the matters to be considered. <br /> <br />A,qenda Item #7 - Property Tax of Demolished Buildinqs <br /> <br />Mr. Lieberman raised a question about property tax levied on land with <br />demolished buildings: must the citizen pay the full real estate tax bill or would he <br />pay taxes on the land only? And if the taxes were for land only, how is it <br />administered? <br /> <br />Mr. Ollendorff explained the assessment procedure and how taxes are levied <br />under these circumstances. The County assesses each January 1, regardless of <br />how long the building has been demolished. They only assess on the land value <br />of demolished building sites. <br /> <br />A,qenda Item #8- Olive Boulevard-I-170 Exchanqe <br /> <br />Mr. Ollendorff reported upon the recent activity relating to this project, including <br />correspondence with MoDot and the East-West Gateway Coordinating Council, <br />communication with the City of Olivette to obtain their position for proceeding <br />with this undertaking and meeting with people at the State level to discuss these <br />plans. The project has a much better outlook than previously thought, due to the <br />City of Olivette hiring a traffic consultant, who looked favorably on the <br />interchange project. <br /> <br />A,qenda Item #9 - Proposed Tree Ordinance <br /> <br />Mr. Ollendorff reported that City staff and a consultant worked on a proposed tree <br />ordinance that provides for more control over every tree on public property, but <br />the question to be considered by the Council is how much control should be <br />exercised over trees on private property? He suggested Councilmembers <br />consider the degree of authority the City should assume over trees privately <br /> <br />Page 3 <br /> <br /> <br />
