Session 1902 <br />December 1,2003 <br /> <br />The measure passed by a majority vote of six AYES, with Ms. Welsch voting NAY. <br /> <br />A,qenda Item 2 - Public Hearinq on Police Computer Block Grant: <br /> <br />A public hearing has been scheduled for 7:30 p.m. this date and place to welcome <br />public comment on the previously authorized use of federal law enforcement block grant <br />money to purchase eight laptop computers for the police patrol division. We do not <br />have sufficient local funds for this necessary purchase which will enable the officers to <br />prepare reports and access the regional crime and mugshot system. Following <br />consideration of public comments final Council endorsement is recommended. <br /> <br />Mayor Adams declared the Public Hearing open at 7:40 p.m., but as there were no <br />speakers, the hearing was declared closed at 7:40 p.m. <br /> <br />Ms. Welsch asked Mr. Ollendorff if special efforts were made to advise the police force <br />of this hearing, noting that last year members of the Police Department and retired <br />officers contributed their opinions about how to spend the money from the grant. Mr. <br />Ollendorff stated the request for the Public Hearing originated with the Police <br />Department, asking that the matter be discussed tonight. Mr. Munkel noted there could <br />be confusion over the source of the grant, which is a Federal Law Enforcement Block <br />Grant and not a Community Development Block Grant, which the Police Department <br />came for last year. He added that since this is a mandated issue, there must be a <br />public hearing, and commented that the City is contributing only $3,000 dollars in <br />matching funds to this grant, which Mr. Ollendorff affirmed. Ms. Colquitt said she was <br />concerned, also, that members of the Police Department were aware of this public <br />hearing, but she added that members of the Department shared with her their support <br />for this expenditure. <br /> <br />Mr. Wagner moved to accept the expenditure, and Ms. Colquitt seconded the motion, <br />and it passed unanimously. <br /> <br />BILLS FOR SECOND AND THIRD READINGS <br /> <br /> None <br /> <br />BILLS FOR INTRODUCTION: <br /> <br /> Mr. Sharpe introduced a bill entitled: <br /> <br /> APPROVING A FINAL SUBDIVISION PLAT OF A TRACT OFLAND <br /> TO BE KNOWN AS LOTS A AND B OF THE RESUBDIVISION OF LOTS <br /> 14 AND 15 IN BLOCK 4 OF WEST UNIVERSITY no. 3 AND PART OF <br /> Page 4 <br /> <br /> <br />
