Session 1902
December 1,2003

Mr. Munkel moved adoption of these two measures, and Ms. Colquitt seconded the
motion, which carried unanimously.

Mr. Ollendorff said Councilmember Welsch asked for the items relating to the
Renovation of Parks Department Offices to be removed from the Consent Calendar to
enable discussion.

Renovation of Parks Department Offices

Quotations have been received for the project above. The quotes follow:

TOTAL
Applebaum and Associates $ 12,884.00
Classic Carpentry $ 14,405.00
Weis Company $ 14,691.00

Mr. Ollendorff recommended awarding the purchase to Applebaum and Associates for
the Iow bid of $12,884.00.

Mr. Sharpe moved to approve the measure, and Ms. Colquitt seconded the motion.

Mr. Wagner asked for details of work to be done, and was advised the work includes
new walls, lowered ceilings, new electric and lighting installations, and some plumbing
to be completed on the Third Floor, the lobby and space to the left side of the building
which includes the Park Director's office and a conference room, comprising about a
quarter of the Third Floor. Other sections of the Third Floor were renovated over the
past two years and this proposal would complete the improvements to this floor.

Ms. Welsch expressed concern, noting that Proposition K had suggested locating some
of the Park Department offices in the new Recreation Center. She prefers not spending
any more money on these offices until the City Council has seen the designs of the new
recreation center, to determine whether these offices could be located in the recreation
center, with the Park Director closer to the people she serves. She reiterated
Proposition K's strong recommendation and her own position, to not spend $12,500
now for space which may be abandoned later. Mr. Sharpe said although there is a
possibility that the Parks Department office will be moved, the office space on the Third
Floor can be used by someone else, and he, therefore, supports the renovations. Ms.
Colquitt agreed with Mr. Sharpe's comments, noting the need to complete the
renovations on that floor. Ms. Welsch then noted the following: there is possibility of a
major renovation of the building in the next few years in honor of its hundredth
anniversary; the office designed for the Parks Department could be used by someone
else, but in a couple of years other offices may be renovated and an office for a
departmental director may not be needed in that spot, so she urged voting against the
measure.
Page 3
