separate, but older areas need to deal with this problem. Metropolitan Sewer <br />District approached him about undertaking a pilot program with University City <br />residents, to teach them how installing a downspout onto a lawn or into a flower <br />bed by means of an extension pipe, can be a cost-effective solution to this <br />problem. They are willing to meet with citizens to explain the nature of the <br />problem, to present a viable solution, and to partially fund this program, with the <br />hope that it will lead to University City eventually issuing an ordinance to govern <br />this issue, much as other household inspection items are governed by ordinance. <br /> <br />After brief discussion the consensus was to negotiate with MSD to proceed with <br />the pilot program, to hold a public meeting or series of public meetings with <br />citizens, and to encourage MSD to include an educational component in the form <br />of a brochure which could be used to educate the public and to identify other <br />areas in University City facing the same problem. <br /> <br />Agenda Item #4 - Metro-Link Issues <br /> <br />Mr. Ollendorff said an ongoing issue is the hauling of mud through University City <br />as a result of construction, and the attempt to get the proper agency to take <br />responsibility for minimizing the mess it causes to citizens. The first measure <br />undertaken was to write letters to the two contractors involved, asking them to <br />use alternate routes and to clean their trucks. That did not result in the desired <br />change, so the University City Police Department began ticketing the trucks <br />spreading mud on city streets and the Public Works department cleaned the <br />streets and sent the bill to both the contractors and to Metro-Link. Legal advise <br />has been sought as to which agency will be ultimately responsible for paying the <br />bills issued. Efforts have also been made to get trucks to use the roads of <br />Forsythe, Jackson and Delmar as the route for hauling and for them to clean their <br />trucks before leaving the dumping site. He said a bill is currently being drafted to <br />ban such trucks from city streets. <br /> <br />A second issue concerns plans for the Metro-Link station at Big Bend and Forest <br />Park Parkway, Once issued, University City will have a month to review them; the <br />design and materials may be determined by University City; and the use of <br />advertising will be prohibited by ordinance; and the City can determine details <br />related to the power sub-station, the exit stairways, the small power supply, <br />landscaping, and the parking lot. <br /> <br />City Council members expressed their interest in proceeding with these plans as <br />soon as possible. <br /> <br />Agenda Item #5 - Public Riqht-of-Wa¥ Improvement <br /> <br />A recent pedestrian fatality has led to monitoring of traffic patterns to ensure <br />basic safety for citizens. Mr. Ollendorff said he would discuss some additional <br />issues relating to this matter a the next session. <br /> <br /> <br />
