Mr. Ollendorff <br />then said the costs were above the budget, due to providing the highest priority <br />features and the huge amount of square footage in the plans. The need for soil <br />testing also contributed to additional costs. He indicated there were other <br />sources of revenue than those stipulated in the budget. There followed brief <br />discussion as to whether University City should co-operate with other <br />communities, by allowing them to use the new facilities, whether outsiders should <br />be includes or not included, and it was suggested there is need for a policy on <br />this matter. Mr. Ollendorff said he would keep the City Council informed <br />regarding matters of cost and funding. <br /> <br />Agenda Item #2 - Implementation of Councilmember Welsch's Economic <br /> <br />Development Plan <br /> <br />Following a suggestion made at an earlier City Council meeting, Councilmember <br />Welsch presented additional information about her idea to implement a citizen's <br />task force to provided expertise, education, vision and advice about economic <br />development and redevelopment within given and specific areas of University <br />City, for example the Olive Street, an area in which she is particularly interested. <br />She said this task force would review existing plans and reports, provide "an <br />extra pair of eyes", would be an ad hoc group similar to those developed in other <br />cities, namely Atlanta, and would work with the TIF Commission, and provide a <br />greater base of knowledge for decision-making and a "larger focus group." <br /> <br />Discussion from Councilmembers raised the following questions, which they felt <br />needed to be answered before proceeding with Ms. Welsch's suggestion: how <br />conflict of interest issues could be recognized and avoided; the formulation of a <br />workable philosophy or set of guidelines, particularly in matters of eminent <br />domain, which enable determining what is to be gained and what is to be lost by <br />proposed development; how this ad hoc group would work with the existing Plan <br />Commission, TIF Commission, and the City Council to implement economic <br />development plans already in place; and the stated stipulation that such a group <br />be limited and temporary in nature. Increasing the tax base, protecting the <br />neighborhoods, and increasing population were mentioned as a starting place for <br />economic development. The consensus was that the City Council would discuss <br />at a future study session or special meeting, Councilmember Welch's written <br />charge which includes a definition of development; specific goals and steps for <br />achieving them, and a list or prospective participants, in addition to consideration <br />of the issues raised above. <br /> <br />Agenda Item #3 - Downspout Disconnect Proqram <br /> <br />Mr. Ollendorff described a problem which affects certain neighborhoods in <br />University City, where storm water and sanitary sewer share common pipes, <br />causing a public health hazard when sewers overflow and back-up into <br />basements.
