compliance with their permit. We will continue to take additional steps to assist in <br />erosion control as needed. Shaping and clearing of the site has occurred and we are <br />now and awaiting drainage installation. Netting, lighting and irrigation will be installed <br />once the site is fully prepared. Conditions have not allowed for the construction of the <br />range tee or the new number 8 tees. The range building has been ordered as well as <br />all of the equipment and supplies. City staff will install the footings and foundation for <br />the building. Instead of an early summer opening, we are now looking at mid summer <br />and hoping for drier weather to speed up the completion process. Upon follow up with <br />the DNR they indicated our grant dollars could be used to implement any remediation <br />efforts for the range, but did not feel they could amend the grant to accommodate the <br />hydrological study request in a timely manner. Based on Council’s directive to <br />complete the study I will proceed with an internal funding source, unless I hear <br />differently from a majority of Council Members by April 15. <br /> <br />The Parks, Recreation and Forestry Department is conducting a survey as part of a <br />Park Master Plan public input process <br />. In October 2007, requests for <br />development proposals went out for the Value City site and in December 2007 for the <br />Shur Sav site north of Vernon Avenue. Each document was distributed to over fifty <br />known developers and posted on the City’s website. Neither RFP received a formal <br />response. Based on regional market trends and anecdotal information, staff determined <br />that developers are decreasing investments in commercial and residential <br />development. That trend, coupled with a number of vacancies along the Olive <br />Boulevard commercial corridor, may contribute to the perception that there is a weak <br />demand for new commercial (or residential) space along the corridor. We should <br />consider re-issuing the RFPs when market conditions improve. In the meantime, <br />Washington University has offered to work with the City to identify a suitable <br />development use. In the interim, to help reduce the number of vacancies along Olive <br />Boulevard, staff markets vacant properties through the Available Commercial Properties <br />List. This list is updated quarterly and is available in the Community Development <br />office, on the City’s webpage, and included in the economic development packet. <br /> <br />Last week Council Members Brot and Price requested information on how much money <br />is saved through recycling. The City has fixed costs for collecting trash and recyclables. <br />We recently reduced the fixed costs by going to automated single stream recycling. <br />recycling as a mandated service <br />The County now requires . What we have already <br />done for years would have been considered an extra service in other cities and by <br />providers in unincorporated St. Louis County. Now it is the standard in those places in <br />order to achieve the County's waste diversion goal of 50% by 2010, to preserve limited <br />landfill space in Missouri and reduce our overall environmental impact. Collection costs <br />aside, the largest savings comes with the disposal costs. We are one of the only cities <br />in the County that operates our own transfer station in order to reduce hauling costs. <br /> <br />
