<br /> <br /> MINUTES OF UNIVERSITY CITY COUNCIL <br />SPECIAL SESSION <br /> <br /> <br />March 12, 2008 <br /> <br />The Council Special Session, held in the City Hall Conference Room, on Wednesday, <br />March 12, 2008, was called to order by Mayor Pro Tem Arthur Sharpe, Jr. at 2:00 p.m. <br />In addition to Mr. Sharpe, the following members of the Council were present: <br /> <br />Ms. Stefany Brot <br /> Mr. Michael Glickert <br /> Mr. Robert Wagner <br /> <br />Mayor Adams, Mr. Price, and Ms. Ricci were excused. <br /> <br />Also present were City Manager Julie Feier, Assistant City Manager Petree Eastman, <br />and Director of Community Development Lehman Walker. <br /> <br />In attendance representing the Sutter-Meyer Society were Ms. Carol Diaz-Granados, <br />Mr. Richard Dockett, Ms. Elsie Glickert, Ms. Kathy Straatmann, and Ms. Shelley <br />Welsch. <br /> <br />Shelley Welsch, speaking on behalf of the Sutter-Meyer Society (SMS), <br />stated that the organization has a few concerns with the draft language <br />for the University City/SMS Lease. She informed the Council that SMS <br />has received a commitment from the Missouri Humanities Council to <br />produce a strategic interpretive charette, valued at $1500. The charette is <br />scheduled for this April. They also have $5000 to produce an educational <br />brochure, a grant from the Missouri Department of Natural Resources <br />and the State Historical Preservation Office. <br /> <br />Ms.Welsch said she would discuss six issues and ask for comments on <br />each. <br />1. Ms.Welsch said that the No.1 concern is in reference to the <br />amount of funds to be in hand by SMS before work on a project <br />could be started. She suggests that the Green Center Lease <br />should be used as a model in this instance. <br /> <br />Comment: Mr.Walker, in response, recommends that the City can <br />drop the $50K minimum requirement for SMS cash on hand prior <br />to contracting work tasks. However, he emphasized that the City’s <br />work priorities were first to stabilize the building, and second to <br />treat any historical details or upgrades. Sufficient funds should be <br />in hand to complete a defined work task. <br /> <br />Ms.Welsch agreed, saying that all code violations would be <br />worked on first. <br /> <br /> <br /> <br />
