<br />K. NEW BUSINESS <br />BILLS <br />Introduced by Mr. Sharpe, Jr. <br />1. BILL 8981 — <br />An ordinance authorizing the City of University City to accept 6649, <br />6637, 6621 Bartmer and 6630 and 6600 Crest from St. Louis County, Missouri <br />for redevelopment and in accordance with University City’s Northeast <br />neighborhood plan for building of new Single Family residences. <br /> <br /> <br />L. CITIZENS’ COMMENTS <br />Kay Drey, 515 West Point Ave. <br />Ms. Drey encouraged Council to rescind Council’s January 28, 2008, vote approving <br />a driving range at Ruth Park Golf Course. She requested the City to perform a <br />hydrologic study, a storm water management plan and a drainage plan for the <br />project. Ms. Drey offered to fund the hydrologic study providing that there would be <br />a delay in the proceeding with the driving range construction. Ms. Drey left her <br />response in writing with the City Clerk. <br /> <br /> <br />M. COUNCIL COMMENTS <br />Mr. Glickert was concerned with the pooling of water at holes two and eight that <br />existed previously and he felt with the clearing of the land, it would pool a greater <br />amount of water. He therefore moved for a moratorium until it could be re-evaluated <br />since natural habitat was being replaced. <br /> <br />Mr. Wagner’s concern has been of the water run-off and the possible increased <br />velocity of this run-off. In his discussions with the City Manager, it was his <br />understanding the City Manager has offered to have this study done for the Ruth <br />Park woods and has discussed this with the director of the Green Center. <br /> <br />Mr. Price asked the City Manager what the City had planned if this run-off turned out <br />to be a problem. Ms. Feier said that since the project came in under budget, she <br />said the City could do mitigation efforts in the front end or wait until the project is <br />completed and then assess it to see if additional steps would need to be taken. She <br />felt if the City should wait till the finish of the project to see if a problem existed, it <br />could then be discussed if the City wanted to put in a retention pond and she would <br />certainly step in and do mitigation efforts. The contract has been signed and the <br />City would be liable in a breach. <br /> <br />Mayor explained that the area in discussion on hole two has always had a water <br />problem and a few years ago the Green Center tried to solve it by placing rocks in <br />the wet area. <br /> <br />Mr. Glickert made a motion to put the project on hold until the City had a better <br />handle on the “what if” questions. <br /> <br />Mayor Adams ruled Mr. Glickert’s motion not germane and not possible according to <br />Robert’s Rules of Order in accordance to the City Attorney and the research done by <br />the City Clerk. <br /> <br /> <br /> <br />
