<br />I. CITY MANAGER’S REPORT <br />1. Council Security <br />The City Manager Julie Feier stated the City is now locking the front door of City Hall <br />at 5:00 p.m. Other choices for the Council would be additional police officers <br />present at Council meetings and or the use of a metal detector. <br /> <br />It was the general consensus of the Council to have in attendance at Council <br />meetings, a plain clothes detective, and this would be revisited at the end of the <br />year. <br /> <br />2. Joint meeting with Olivette <br />Olivette Council invited University City Council for an informal gathering on March 19 <br />to begin around 5:30 p.m. This meeting would be a continuation of University City <br />Council’s first gathering in an effort to work together with surrounding municipalities. <br /> <br />3. Revenue Options Study Session continuation <br />The City Manager Julie Feier continued the study session agenda to allow for more <br />discussion if necessary. The areas for farther study were to be parking lot fees and <br />sales tax increases. The Council directed the City Manager to explore all options <br />that would be available on each. <br /> <br />4, Residential Densities <br />The City Manger Julie Feier explained that this could be modifications made to <br />existing codes to allow such as mother-in-law apartments, pool-cabana apartments, <br />multi-family houses, in order to increase population density within University City. <br /> <br /> <br />J. UNFINISHED BUSINESS <br /> BILL 8980 — <br />An ordinance of the City of University City, Missouri repealing Chapter <br />8.12 of the Municipal Code, enacting in lieu thereof a new Chapter 8.12 relating to <br />solid waste management and disposal, and establishing collection fees. <br /> <br />Miss Ricci moved to amend by accepting all red-lined non-substance changes in <br />Attachment A of Bill 8980. This motion was seconded by Mr. Wagner and approved <br />unanimously. <br /> <br />Mr. Price asked the records reflect his opposition to the past-due collection <br />enforcement. He was not in favor of the stopping of the trash collection of past-due <br />accounts. Mr. Price also wanted to provide some alternatives to residents, <br />especially senior residents, that could not afford the accumulated past due charges. <br /> <br />Mr. Wagner moved to approve bill 8980, as amended by Ms. Ricci, and was <br />seconded by Mr. Glickert. <br /> <br />Roll Call Vote was <br />AYES: Ms. Ricci, Mr. Wagner, Mr. Glickert, Mr. Sharpe, Jr., and Mayor Adams <br />NAYS: Mr. Price <br /> <br />Bill 8980 passed and became ordinance 6733. <br /> <br /> <br /> <br />
