O&MURPA
LIVE IDLAND RBANENEWAL ROJECTREA
UCLCRA
NIVERSITYITY ANDLEARANCE FOR EDEVELOPMENT UTHORITY
“Some of the buildings on Olive Boulevard are deteriorating or have unattractive
facades, which detracts from the overall quality of the district and could hinder
development and commercial activity. With few exceptions, the commercial buildings
along Olive Boulevard have no unifying architectural style, creating a fragmented
appearance. Buildings typically sit on shallow lots which prohibit expansion and so not
relate well to the street or one another. Landscaping is inadequate and in some areas
litter is prevalent. Parking is inadequate or inconvenient in many areas. There are also
some vacancy or turnover problems.”
These conditions described by the 2005 Plan, the 2000 Land Use Study, and the TIF
District Redevelopment Plan are currently present within the Area and are documented
Section 2
in. The City’s policy as stated in the 2005 Plan is that the City will support the
redevelopment of Olive Boulevard for commercial and mixed uses. All of the parcels
within the Area are specifically designated for redevelopment in the 2005 Plan
(“Redevelopment Area 4”). Based on the City’s previously stated policies in the most
recent official comprehensive plan, the following are the general goals and objectives to
be undertaken in the Area.
Goal:
Eliminate conditions of blight and encourage redevelopment.
Objectives:
1. Combine smaller parcels of land into larger tracts that can be more marketable to
commercial developers.
2. Encourage quality redevelopment within the Area that is consistent with the City’s
current guidelines for construction (including parking, lighting, landscaping) that will
improve the appearance of the Olive Boulevard Corridor.
3. Produce long-lasting development that projects a positive community image,
increases the value of surrounding property, adds to the public convenience,
enlarges opportunities for pursuing an urban lifestyle, and enhances community
resources.
4. Eliminate uses that do not contribute to the overall social and economic well-being
of Olive Boulevard and the adjacent neighborhoods.
C.
RP
EDEVELOPMENT LAN
The Plan being considered by the City is discussed below. It should be noted that within
the Area additional redevelopment plans may be submitted by the City or others to
further the goal of eliminating the conditions which qualify the Area under the LCRA Law.
This Plan consists of two elements:
1. Acquisition of Property.
The LCRA will acquire property within the Area as it becomes available from time to time
due to tax sales and other opportunities. In addition, where necessary the LCRA will
acquire property within the Area for the purposes of land consolidation and public
ÐÙßÊ ËÎÞßÒ ÝÑÒÍËÔÌ×ÒÙ
9
80759
1/08/08
