O&MURPA <br />LIVE IDLAND RBANENEWAL ROJECTREA <br />UCLCRA <br />NIVERSITYITY ANDLEARANCE FOR EDEVELOPMENT UTHORITY <br />improvements. The LCRA may utilize condemnation authority to acquire any property in <br />the Area, or interest therein, in accordance with Section 99.460 R.S. MO. <br />The City will, from time to time, submit a list of properties for acquisition and demolition <br />to the LCRA. Acquisition and demolition of properties will be undertaken in accordance <br />with the provisions of the LCRA Law. <br />The City has an interest in retaining any businesses that are relocated as a result of <br />actions taken by the LCRA. The City will cooperate with the businesses to identify <br />available retail or commercial space for relocation within the municipal limits, if possible. <br />An inventory of currently available retail and commercial space along Olive Boulevard is <br />Appendix C <br />included in . <br />2. Consolidation of Property and Disposal of Property. <br />As the LCRA acquires property, the LCRA will make tracts of land available to <br />developers for redevelopment. Upon completion of property assembly, the LCRA may, <br />from time to time, advertise for redevelopment proposals for specific redevelopment <br />sites within the overall Area and proceed with the disposition of property under the <br />provisions of the LCRA Law. The request for redevelopment proposals shall emphasize <br />developments that maximize the development potential of the Area and also contribute <br />to the appearance of Olive Boulevard and promote safe pedestrian and vehicular <br />accessibility. <br />D.CWTLCRAL <br />ONFORMITYITH HEAW <br />There are several requirements that must be met before an authority may recommend a <br />redevelopment or urban renewal plan to the governing body of a community: <br />(1) An authority shall not acquire real property for a land clearance or urban <br />renewal project unless the governing body of the community in which the land <br />clearance project area or urban renewal project area is located has approved the <br />redevelopment or urban renewal plan, as prescribed in subdivision (9) of this section. <br />This requirement will be met should the City decide to approve this Plan or any other <br />Plan as they are presented in the future. <br /> (3) An authority shall not recommend a redevelopment or urban renewal plan to <br />the governing body of the community in which the land clearance or urban renewal <br />project area is located until a general plan for the development of the community has <br />been prepared. <br />The City of University City adopted an update to their Comprehensive Plan in 2005. As <br />previously noted, the 2005 Plan specifically identified the Area for redevelopment. <br />Therefore, this requirement has been met. <br /> (4) The authority itself may prepare or cause to be prepared a redevelopment or <br />urban renewal plan or any person or agency, public or private, may submit such a <br />plan to an authority.
