Currently, Parcels 1 and 2 each contain a driveway within 30 feet of the Olive and North <br />and South Road intersection. Parcel 1 also contains a driveway within 30 feet of Olive <br />and Remley Court. In order to preserve spacing, MODOT’s Access Management <br />Guidelines recommend access for corner lots to be moved to a lower traffic side street <br />whenever possible or that corner clearance (the distance between the corner of the <br />intersection of two public roadways and the next private driveway) be no less than 440 to <br />660 feet. The importance of design is placed on providing enough distance between the <br />corner and the first driveway to effectively separate conflict points and to allow drivers <br />enough time to make safe maneuvers. <br />Internal vehicular access and circulation also represents inadequate and defective street <br />layout. According to the section of the City’s Zoning Code addressing vehicular access <br />and circulation (Section 34-92.2): “off-street parking or loading areas shall be provided <br />with vehicular access from an approved street or alley via curb-cuts and access drives <br />arranged to minimize interference with vehicular and pedestrian traffic.” Parcel 6 does <br />not benefit from direct access to a public street or alley and may only be accessed via <br />private drive aisles of adjoining properties. <br />The City’s Public Works department assisted PGAV in the evaluation of Olive <br />Boulevard’s infrastructure. In a summary memorandum, the Public Works department <br />identified the following inadequacies related to the street and right-of-way along Olive <br />Boulevard: <br /> Overall, it is recommended that the right-of-way in the entire stretch of Olive <br />Boulevard from Skinker to I-170 be improved to meet the City’s minimum <br />standards for sidewalk pavement, pedestrian scale lighting, decorative <br />fencing/wall and tree shrubs and tree grates. <br /> Parking lots in front of stores – cars get in and out of parking areas by utilizing <br />the right-of-way on Olive Boulevard represents a hazard to pedestrians walking <br />on the sidewalks. This situation can be found at 7575-7580 (Parcel 7 parking lot) <br />and 7580 to 7582 Olive (Parcel 1). <br /> Sidewalks – the lack of uniformity in width, texture and alignment, make the <br />sidewalks pedestrian and handicapped unfriendly and unsafe along Olive <br />Boulevard. It is recommended that the old sidewalks be removed and new <br />concrete sidewalks be installed that comply with the City’s current standards. <br />Specifically, the sidewalks in front of 7580-7582 (Parcel 1) are too narrow and <br />need to be widened. With the exception of the crossings at the Olive Boulevard <br />and North and South Road, the sidewalk is not American with Disabilities Act <br />(ADA) compliant. <br /> Driveway entrances/access – the driveway access points present potential <br />hazards along the roadway. The driveway entrances are generally flush with the <br />sidewalk which makes them a hazard for pedestrians and drivers. The driveway <br />approaches should be well defined and should have a curb approach. <br /> Pedestrian scale lighting should be installed that meet the City’s standards. The <br />street lighting can improve safety and navigability to help make the character and <br />aesthetics of Olive Boulevard more uniform. <br /> <br />
