<br />MINUTES OF UNIVERSITY CITY COUNCIL <br />SPECIAL SESSION <br />CITIZENS BUDGET INPUT <br /> <br />April 14, 2008 <br /> <br />The Council Special Session, held in the City Hall Chambers, fifth floor, City Hall, 6801 <br />Delmar, on Monday, April 14, 2008, was called to order by Mayor Adams at 6:30 p.m. <br />In addition to Mayor Adams, the following members of the Council were present: <br /> <br />Ms. Stefany Brot <br />Mr. Michael Glickert <br />Arthur Sharpe, Jr. <br />Mr. Robert Wagner <br />Ms. Lynn Ricci <br />Mr. Byron Price <br /> <br />Also present was Finance Director/Deputy Director Janet Watson. <br /> <br />Ms. Watson began the Special Session explaining that this meeting was planned for <br />receiving input from the citizens prior to the finalization of the budget. She showed a <br />PowerPoint presentation highlighting the General Fund (the operating fund), the sales <br />tax rate, the personal property tax disbursements and the history of the undesignated <br />fund balance. The ending presentation projected revenue and expenditures for FY 08 <br />out to FY 13. Each outgoing year projected an increasing deficit in University City's <br />budget. <br /> <br />Mr. Sharpe, Jr. was excused from the remainder of the meeting at 7:30 p.m. <br /> <br />CITIZEN INPUT <br />Ralph Bowser, 8050 Teasdale Ave <br />. Economic Development needs full time attention <br />. Concern that University City was sending the wrong message that U.City was in <br />dire economical straits thus creating an unstable condition with citizens as well as <br />employees <br /> <br />Mike Molloy, 8130 Teasdale Ave. <br />. Felt the need to encourage University City citizens to do their shopping in University <br />City to help increase revenue <br /> <br />Gary Wilmoth - Paul Peebles spoke for Gary on behalf of the University City Fire <br />Department <br />. University City Fire Fighters felt it was premature to vote to reduce personnel and to <br />forego the consolidation feasibility study in light of the lack of comprehensive <br />information <br />. All University City Firefighters are trained as Paramedic/Firefighters assuring <br />University City citizens a greatly improved potential for a favorable outcome <br />. Comparison of calls handled by U.City to Mid-County Fire Protection District with a <br />smaller number of personnel is misleading, as the Mid-County FPD contracts <br />
