<br />emergency medical services to a private agency. University City uses twenty-five <br />percent of its staff to handle Advanced Life Support Ambulances. The reduction of <br />three staff positions reduces their ability to staff all equipment <br />. Truck 2611 was referred to as a reserve engine in Council study session but it is a <br />first response fire truck. The ability to staff it has become difficult with open <br />positions from high turnover, vacations, training and education leaves <br />. Local control is not lost through formation of a district but rather redistributed to a <br />board of locally elected officials much like the Council. If a study were done, it <br />would include guidelines to comprise a board that would represent U City. <br />Advantages of having a Fire District would be: <br />1. Improve fire service with increased resources and specialized equipment <br />2. Increase ISO ratings thus reducing insurance premiums <br />3. Optimal apparatus location for response needs <br />4. Specialization of necessary functions <br />5. Centralizing department management, reducing administrative costs <br />6. Broader tax base <br />7. Current and projected city financial resources are not adequate to support levels <br />of fire and EMS protection, which continue to rise <br />8. Improve ability to respond to large scale incidents <br />9. Improve response times <br />10. Reduction of duplication of services <br />11. Standardization of equipment and increased number of apparatus <br />12. More efficient use of resources <br />13.
