3. Low Income Resident Policy with regards to Delinquent Trash Bills. Due to Council’s concerns regarding low-income residents’ inability to comply with the delinquent trash program, a draft of a new sample policy was presented for the Council. The proposal followed the 2008 poverty guidelines from the U.S. Department of Health and Human Services (HHS). Interest reductions and payment plans would be dependent on the HHS level at which the resident qualified. 4. Rebeccah L. Bennet of MSD speaker, presentation on Clean Rivers. Jessica Perkins of Vector Communication introduced Lance McComb, Public Relations Specialist from MSD to speak. Mr. McComb, head of Public Affairs, gave a brief presentation on the history and size of MSD. He presented the Clean Rivers Healthy Communities program objectives. He then explained the new rate which went into effect on March 1, 2008, would be based on the impervious area of each property and MSD would no long have a storm water sewer rate charged on a resident’s property tax assessment. Mr. Price asked for a color coded map from MSD showing whose jurisdiction is where along River DesPeres. J. UNFINISHED BUSINESS 1. BILL 8982 — An ordinance amending Chapter 10.36 of the University City Municipal Code, relating to regulations for specific streets, by repealing Section 10.36.030 thereof, relating to designating one-way street traffic, and enacting in lieu thereof a new section to be known as “Section 10.36.030 one- way streets designated,” thereby amending said section so as designation of Lindell Boulevard to be one-way street westbound from Asbury Ave. to a point 120 feet south curb line of Forsyth Blvd. only; containing a saving clause and providing a penalty. Mr. Wagner had previously asked to pull Bill 8982 from the Agenda until next Council session. 2. BILL 8983 — An ordinance amending Chapter 10.44 of the University City Municipal Code, relating to parking restrictions for specific parking prohibited on certain streets during designated hours and enacting in lieu thereof a new section to be known as “Section 10.44.020 parking prohibited on certain streets during designated hours,” thereby amending said section so as to prohibit parking on the south-west corner of Balson and Jackson, for a distance of 150 feet to the west, from 7 A.M. to 4 P.M. on school days only, except for a period of 15 minutes for pick-up/drop-off passengers; containing a saving clause and providing a penalty. Mr. Wagner moved for approval of Bill 8983 and was seconded by Mr. Glickert.
