<br />3. Low Income Resident Policy with regards to Delinquent Trash Bills. Due to <br />Council’s concerns regarding low-income residents’ inability to comply with <br />the delinquent trash program, a draft of a new sample policy was presented <br />for the Council. The proposal followed the 2008 poverty guidelines from the <br />U.S. Department of Health and Human Services (HHS). Interest reductions <br />and payment plans would be dependent on the HHS level at which the <br />resident qualified. <br /> <br />4. Rebeccah L. Bennet of MSD speaker, presentation on Clean Rivers. <br />Jessica Perkins of Vector Communication introduced Lance McComb, Public <br />Relations Specialist from MSD to speak. Mr. McComb, head of Public Affairs, <br />gave a brief presentation on the history and size of MSD. He presented the <br />Clean Rivers Healthy Communities program objectives. He then explained <br />the new rate which went into effect on March 1, 2008, would be based on the <br />impervious area of each property and MSD would no long have a storm water <br />sewer rate charged on a resident’s property tax assessment. UNFINISHED BUSINESS <br />1. BILL 8982 — <br />An ordinance amending Chapter 10.36 of the University City <br />Municipal Code, relating to regulations for specific streets, by repealing <br />Section 10.36.030 thereof, relating to designating one-way street traffic, and <br />enacting in lieu thereof a new section to be known as “Section 10.36.030 one- <br />way streets designated,” thereby amending said section so as designation of <br />Lindell Boulevard to be one-way street westbound from Asbury Ave. to a point <br />120 feet south curb line of Forsyth Blvd. only; containing a saving clause and <br />providing a penalty. <br /> <br /> Mr. Wagner had previously asked to pull Bill 8982 from the Agenda until next <br /> Council session. <br /> <br />2. BILL 8983 — <br />An ordinance amending Chapter 10.44 of the University City <br />Municipal Code, relating to parking restrictions for specific parking prohibited <br />on certain streets during designated hours and enacting in lieu thereof a new <br />section to be known as “Section 10.44.020 parking prohibited on certain <br />streets during designated hours,” thereby amending said section so as to <br />prohibit parking on the south-west corner of Balson and Jackson, for a <br />distance of 150 feet to the west, from 7 A.M. to 4 P.M. on school days only, <br />except for a period of 15 minutes for pick-up/drop-off passengers; containing <br /> <br />a saving clause and providing a penalty. <br /> <br />Mr. Wagner moved for approval of Bill 8983 and was seconded by Mr. <br />Glickert. <br /> <br /> <br />
