Session 1911 <br />February 9, 2004 <br /> <br />Ms. Welsch asked if anything special was undertaken to prevent noise carrying through <br />the partition, and was advised that the work of the business included installation of <br />some equipment, minor tune-ups and stereo installations. The business is not a full- <br />fledge car repair service shop and therefore generates less noise. <br /> <br />Mr. Munkel moved approval of the option with conditions, and Ms. Welsch seconded the <br />motion. <br /> <br />Mr. Lieberman asked what objections to this proposal had been found by the Plan <br />Commission, and was advised by the City Manager that they were being responsive to <br />one neighboring business which complained of noise in the past. Mr. Sharpe, who was <br />at the Plan Commission meeting, said one adjacent neighbor had complained that cars <br />were raced up and down the street and that derelict cars were left around, but there was <br />no supporting police report to this claim. The split vote in the Plan Commission resulted <br />from the adamant complaint of the neighbor. <br /> <br />Mr. Wagner asked that the motion include the hours of business and that they be limited <br />to 8 a.m. to 6 p.m. for customer reception, and extended to 10 p.m. for additional hours. <br /> <br />The measure was carried unanimously. <br /> <br />AGENDA ITEM #6 - Heman Park Recreation Facility Update <br /> <br />City Councilmembers, Park Commission members, Proposition K Committee members <br />and other interested citizens have been heard over the past two weeks. Their <br />suggestions and questions have resulted in an even better plan which will be available <br />at this meeting. <br /> <br />Ms. Welsch noted that the concession area will neither be enclosed nor air conditioned. <br />She then asked if the wall on the north side of the locker area could be matched to the <br />wall on the south, so that the facility could be air conditioned during the summer months <br />when it would be used a great deal. Mr. Ollendorff said her question would be <br />addressed. She then asked how people would move from the new recreation center to <br />the concession area. She said there appears to be a door at the end of a new glass <br />wall, and wanted to know if that was the means by which they would move. Mr. <br />Ollendorff advised that the revised plans stipulated movement around the corner of the <br />game room and that a door in the game room would lead to the soccer and to the <br />concession areas; or, people can enter through the soccer doorway. <br /> <br />Elsie Glickert, 6712 Etzel Avenue, a member of the Proposition K Committee, endorsed <br />the air-conditioning of the concession stand. Mr. Ollendorff advised that according to <br />the plans the stand itself will be air-conditioned, and that it is the seating area next to <br />the concession area which will not be.
