Session 1909 <br />January 26, 2004 <br /> <br />Is to increase the fee from $15.00 to $20.00 in order to raise additional funds for <br />maintenance and to make improvements to the Dog Park. They do not request <br />anything further from the City, just increased fees as incremental revenue. <br /> <br />Mr. Wagner asked if this was subject to the Hancock Amendment provision on raising <br />fees without a vote. Mr. Ollendorff said it was acceptable because it was voluntary; no- <br />one is required to pay. <br /> <br />All members of the City Council introduced Bill No. 8708, which was given its first <br />reading: <br /> <br />AN ORDINANCE OPTING OUT OF THE STATE SALES TAX HOLIDAY. <br /> <br /> Mr. Munkel pointed out that this measure takes away sales revenue for a period <br />of time in August. The City Council does not think this is right for cities. He realizes <br />that "the powers that be are playing hard ball" with this measure, but on behalf of the <br />City he said the answer must be "no"; the Council must opt out of this plan for the sake <br />of the City and its citizens. Mr. Wagner agreed that it is a political gimmick and an <br />unfunded mandate from the State, asking the City to do something that costs its <br />residents money. That is the purview of the City, he said, not of the General Assembly. <br /> <br />Executive Session <br /> <br />Mayor Adams asked the City Council to approve going into Executive Session dealing <br />with legal matters, under RSMo 610.021 with the City Attorney, who is present, <br />immediately following this meeting. <br /> <br />Mr. Wagner moved to go into session and Mr. Lieberman seconded the motion. AYES: <br />Mr. Munkel, Mr. Wagner, Mr. Lieberman, Ms. Welsch, Mr. Sharpe and Mayor Adams. <br />NAYS: none. <br /> <br />Mayor Adams then announced that a general Study Session would follow the Executive <br />Session, which follows this meeting. <br /> <br />Comments <br /> <br />Mayor Adams mentioned that one of the Democratic candidates for President would <br />appear at Blueberry Hill Restaurant on Wednesday, January 28, 2004, for anyone who <br />is interested in attending. <br /> <br />Adjournment <br /> <br />Mayor Adams announced that the next regular meeting would be held on Monday, <br /> Page 11 <br /> <br /> <br />
