Session 1909
January 26, 2004

OATHS

Ms. Mary C. Hart was sworn in as a member of the Park Commission and was thanked
by Mayor Adams for serving the City of University City.

Mr. Lieberman advised that the Loop Special Business District recently elected new
officers. They are: President, Joe Edwards and Vice-President, Sean Jacobs. Other
new directors include Patrick Liberto, Peggy Rosenthal, and Brian Young, Treasurer.
Mr. Lieberman noted that Council should confirm these newly-elected officers. Mayor
Adams then confirmed them.

RESOLUTION - COUNTY INMATE CONTRACT:

Mayor Adams read a Resolution which stated that St. Louis County Justice Center is
available to house municipal inmates, that University City desires to have inmates
housed there, that St. Louis County requires University City to accept a contract for
such services, and that the City Council authorizes the City Manager to execute this
contract.

Mr. Munkel asked what kind of "holding" the contract included, and Mr. Ollendorff
responded that it does not include people in the University City hold-over cells, but
people taken to the Clayton lock-up by University City. Mayor Adams said the five-year
agreement with the County Justice Center expired and needed to be renewed now. Mr.
Wagner asked what was delineated in the contract. Mr. Ollendorff said it included a
$30.00, one-time booking fee for each prisoner, plus $30 a day for housing the inmate,
and if infirmary care was needed, the cost could rise to $300 per day. Mr. Wagner
asked if this contract had been included in the budget, and Mayor Adams and Mr.
Ollendorff explained that it was in the budget, but the budget did not reflect increased
amounts discussed this evening. Mr. Ollendorff said he would research Mr. Wagner's
question and advise him tomorrow.

Mr. Lieberman moved to approve the Resolution, Mr. Munkel seconded the motion, and
it passed unanimously.

AGENDA ITEM # 1 - CONSENT CALENDAR

Mr. Ollendorff noted that the fee to use University City sports field, adopted recently to
a more easily-collected format, will change again soon when the new, totally-revised fee
structure will be introduced by the Park Commission and the Park Department. Tonight,
one fee needs to be changed, to become easier to collect.

Ms. Welsch moved to adopt the consent calendar. Mr. Wagner seconded the motion,
which passed unanimously.
Page 2
