Session 1909 <br />January 26, 2004 <br /> <br />Mr. Ollednorff said this was an additional item which did no appear on the agenda cover <br />sheet. <br /> <br />Mr. Wagner moved approval and Mr. Sharpe seconded. <br /> <br />Mr. Munkel commented that he had visited the holding cells where he observed the <br />necessity for this change. Ms. Welsch commented about the disparity of costs <br />expressed in the two bids, asking if Applebaum's Iow price would guarantee quality <br />fixtures and work. Mr. Ollendorff said yes, they had completed contractual work <br />satisfactorily for the City on several occasions. Mr. Wagner agreed with Mr. Munkel's <br />comment about the need to improve the jail cells. <br /> <br />The measure passed unanimously. <br /> <br />AGENDA ITEM #2 - Conditional Use: ATM at 633 McKniqht <br /> <br />Mr. Ollendorff concurred with the Plan Commission's unanimous recommendation that <br />Council approve construction of an ATM facility at this University City Commerce Bank <br />branch office, since all ordinance requirements are met and the public convenience <br />would be well served. <br /> <br />Mr. Munkel moved approval. Ms. Welsch seconded the motion. <br /> <br />Jeff Brocco, 20 Allen Avenue, Suite 200, is an employee of the engineering firm <br />providing the ATM for Commerce Bank. He attended to answer any questions from the <br />City Council. <br /> <br />Mr. Lieberman mentioned that this bank branch has been robbed several times, and <br />asked what measures were underway to protect users, especially at night? Mr. Brocco <br />responded that the new machine has state-of-the-art surveillance equipment, bright <br />down-lighting for secure vision, and will be a drive-through facility. Mr. Ollendorff said <br />that there have not been any criminal incidents at this location for several years, due to <br />efforts by Commerce Bank and the University City Police Department. Since evening <br />hours have been restored, it has been crime-free for about five years. Ms. Colquitt <br />asked what the hours for the new ATM would be, and was advised that they would be 5 <br />am to 10 pm. She was also advised that the existing walk-up would be eliminated. She <br />asked if there would be a problem of congestion for cars, and was told one parking <br />space would be eliminated in construction of the island, but additional space would <br />come from eliminating the walk-up. <br /> <br />The measure passed unanimously. <br /> <br />At this point in the meeting, Ms. Welsch left the Council Chamber, due to a potential <br />conflict of interest. <br /> Page 5 <br /> <br /> <br />
