Session 1909 <br />January 26, 2004 <br /> <br />much stronger, with a need to maintain the 15 per cent, at least, as the best practice. <br />Mayor Adams reported that the amount has been phased over a number of years and <br />that this is one of the phases. <br /> <br />The measure passed unanimously. <br /> <br />General Fund Six Month Budqet Transfer <br /> <br />Mr. Ollendorff recommended approval of $1,219,465 revenue and expenditure transfers <br />necessary to maintain a balanced budget. Federal, State and Regional grants account <br />for $840,000. The new Planning and Development Department computer system <br />required $180,000 prior year revenue. Lower than estimated taxes and interest total <br />$230,000 which is less than one per cent of the total budget. All other transfers are <br />from various accounts from which costs were less than budgeted to accounts with <br />unanticipated expenditures. We project ending the year with only a very small use of <br />reserves to carry us through this difficult economic period. <br /> <br />Mr. Wagner moved to approve, and Ms. Welsch second the motion. <br /> <br />Mr. Wagner described this as "business as usual" because it is difficult to estimate <br />exactly every line item. He pointed out that the Council is using the prior year's revenue <br />at the mid-point of the fiscal year, and that the amount is just at 15 per cent. He added <br />that by the end of the fiscal year, the financial situation is better than it appears at mid- <br />year. Mr. Ollendorff said he understood fully the instructions. Mr. Lieberman said he <br />learned at the Nashville conference that about 73 per cent of municipalities in this <br />country could not meet their budget obligations in 2003. <br /> <br />Mr. Munkel mentioned his approval of the five bridge projects underway in the current <br />budget, because of their necessity for the both the City and its citizens. <br /> <br />The motion passed unanimously. <br /> <br />Plumbinq Fixtures in Holdinq Cells <br /> <br />Requests for Quotations were sent to four vendors for furnishing and installing complete <br />plumbing facilities in three cells. The sum of $19,000 was budgeted for this project.
