Mr. Wagner <br />supported Mr. Lieberman's suggestion to post signs for exiting the parking lot, and <br />asked if the alley would be part of the traffic pattern. Mr. Trivers said the alley would be <br />used, and Mr. Wagner wondered if the City should make the alley one-way. <br /> <br />The measure passed unanimously. <br /> <br />Ms. Welsch was asked to re-take here seat. <br /> <br />A,qenda Item #4 - Request for Permit to Solicit -Fund for Public Interest Research <br />(MoPIRG) <br /> <br />The Fund for Public Interest Research is planning to conduct a door-to-door campaign <br />on behalf of MoPRIG (Missouri Public Interest Research Group) for the period January <br />28, 2004 through February 18, 2004. They will collect financial contributions and <br />petition signatures. The organization will certify that the cost of raising the funds in the <br />solicitation will not exceed 25 per cent of the total amount raised. A representative of <br />the organization has been invited to attend this meeting should the Council have any <br />questions. <br /> <br />Ms. Welsch moved to adopt the measure and Mr. Sharpe seconded the motion. <br /> <br />Lindsay Bilhorn, 1030 Oakland Avenue, represented MoPRIG and attended to answer <br />any questions from Council regarding the campaign. <br /> <br />Mr. Lieberman asked Ms. Bilhorn if there were some other, better way for this group to <br />raise money, other than canvassing neighborhoods, especially after dark. Ms. Bilhorn <br />said the fund conducted street canvassing as well as door-to-door canvassing, having <br />canvassed in the Loop on prior drives. Their policy is to alternate forms of canvassing <br />to avoid saturation. Mr. Lieberman wanted to know the hours of the drive, and was told <br />4 p.m. to about 8:30; he added that since it was dark during the months of January and <br />February, he could not see the value of selecting this time frame. Mr. Munkel asked if <br />the canvassers would be prepared to commence on January 28th, and was advised yes, <br />they are. Mr. Wagner asked why this organization persisted in conducting this drive at a <br />highly unsatisfactory time of the year; why not move it to warmer months. Ms. Bilhorn <br />said they conducted drives year-round and that she would return in the summer to <br />another Council meeting for permission to canvass then. (I could not hear her actual <br />reason.) Ms. Welsch lauded the work of MoPRIG to raise money for this cause and the <br />social issues they address. Ms. Colquitt asked if this group planned to advise the Police <br />Department of their intention to canvass neighborhoods, and Ms. Bilhorn responded <br />that this requirement varies from municipality to municipality, and since University City <br />had not required it in the past, they had not done it.
