June 30, 2008
Ms. Joyce Pumm, City Clerk Re: Application for Conditional
City of University City Use Permit P080015
6801 Delmar Boulevard
University City, MO 63130
Dear Ms. Pumm:
At its regular meeting on June 25, 2008 at 6:30 p.m. in the Emergency Operations Center of City Hall,
6801 Delmar Boulevard, the City Plan Commission conducted a public hearing on an application by Good
Shepherd Children & Family Services for a Conditional Use Permit to allow the premises at 1340 Partridge to be
used as an expansion of existing dormitory space.
The Plan Commission determined that the evidence presented supports the conclusion that the proposed
conditional use: a) Complies with all applicable provisions of chapter 34 of the University City Zoning Code; b)
At the specific location will contribute to and promote the community welfare or convenience; c) Will not cause
substantial injury to the value of neighboring property; d) Complies with the overall neighborhood development
plan and existing zoning district provisions; and e) Will provide, if applicable, off-street parking and loading
areas in accordance with the standards contained in the University City Zoning Code. A motion was made by
Mr. Miller, seconded by Mr. Byrne and passed by a vote of 7-0 that the Plan Commission recommends approval
of the application for a Conditional Use Permit subject to the following additional condition:

1.The facility shall not be expanded beyond the previous approval of 12 boys (ages 12 – 21) and 12 girls
(ages 12 – 21) in the “new dormitory” and this approval of 8 pregnant or nursing girls (ages 12 – 21) and
their infants born to them in the maternity program in the “old dormitory.” In addition, mothers who
have existing children (up to age 6) may be permitted one infant to live with them in the dormitory but
shall not remain at the facility with them longer than 6 weeks after birth of the new child (pending
medical approval before leaving).
Sincerely,
Charles Marentette, Chairperson
University City Plan Commission
cc: Julie Feier, City Manager

ëàåìíööóù÷àåìøûèûàä
ìûð÷èùçìøíùä
