FROM: Frank B. Hill, Zoning Administrator DATE: June 19, 2008
TO: Members of the Plan Commission FILE NUMBER: P080015
Type of Review: Conditional Use Amendment
Address: 1340 Partridge
Applicant:Good Shepherd Children & Family Services
Represented by Peggy Slater, Executive Services
This report is an addendum to the previous Staff Report of May 21, 2008 (attached).
At the May 28, 2008 meeting of the Plan Commission it was decided that this application be referred
back to Staff until the June meeting. In the mean time, Good Shepherd should hold community tours
of the facility and a meeting between the community and Good Shepherd should take place at their
facility in order to facilitate discussion in issues raised at the Plan Commission meeting.
Approximately 90 letters were sent out to surrounding property owners asking them to attend tours of
the facility and an informational meeting.
On June 18, 2008 a community meeting was held at the Good Shepherd site where surrounding
property owners, community leaders and Community Development staff discussed many issues of
concern with the Good Shepherd staff. The meeting was well attended by approximately 15 citizens.
Recommendation:
The Community Development Staff find that the proposed amendment makes satisfactory provisions
and arrangements concerning the approval criteria of conditional use permits as set forth in the
Zoning Code. Therefore, the Community Development Staff recommends that the application be
approved with the following condition, in addition to conditions in the previous conditional use
permit (set forth at the end of this document in Appendix A):
1. The facility shall not be expanded beyond the previous approval of 12 boys (ages 12 – 21)
and 12 girls (ages 12 – 21) in the “new dormitory” and this approval of 8 pregnant or nursing
girls (ages 12 – 21) and their infants born to them in the maternity program in the “old
dormitory.” In addition, mothers who have existing children (up to age 6) may be permitted
one infant to live with them in the dormitory but shall not remain at the facility with them
longer than 6 weeks after birth of the new child (pending medical approval before leaving).
_________ Reviewed and approved by Lehman Walker, Director of Community Development
Q:\WPOFFICE\WPDATA\x-1340pa.plc3.doc
