If Council wishes to propose a November tax initiative, it needs to be discussed <br />prior to the August 25 Council meeting. I set aside Monday, September 15 for a full <br />study session to review the employee benefit assessment and I reserved Saturday, <br />September 20 for a full day retreat with Dick Goldberg; his website can be viewed at <br />http://www.goldberggroup.com. I will proceed with posting the current schedule <br />unless I hear alternately from you by July 29. <br />Fleet RFP <br />As I indicated during the July Council meeting, the is ready to go out. Council <br />comments have been taken into consideration in the attached draft. If you have any <br />additional recommendations please let me know by July 29. Notice will go out by the <br />end of the month. All responses will be distributed to Council September 5. <br />Green Practices Committee <br />The will hold their first meeting on August 14. The group <br />will report to Council on recommendations for internal and external green practices in <br />accordance with the terms of the U.S. Conference of Mayors Climate Protection <br />Agreement. The Committee consists of environmental professionals, scientists, <br />educators, activists, architects, an interior designer and an energy consultant. They <br />include Matthew Malten, Tim Michels, Robert Wagner, Jerry Breakstone, Lois Sechrist, <br />Neville Rapp, and Daniel Lehocky. Assistant City Manager Petree Eastman will be the <br />Staff Liaison. This is an exciting step in the greening of University City. <br />6600 block of Bartmer and Crest <br />The purchase of the five lots in the from St. Louis <br />County for $27.00 progressed this week. St. Louis County approved the sale. Once the <br />Trustee’s Deeds are issued, the City will institute quiet title actions to clear title on these <br />properties. Once the titles are clear, a Request for Proposals will go out to green <br />developers to build five LEED® (Platinum, preferably) Certified market-rate homes <br />under $200,000 on those properties. It is our hope that this green development will lead <br />to similar development on vacant parcels throughout the northeast quadrant. Staff <br />believes that with the many amenities in the vicinity combined the retirement of baby <br />boomers and high gas prices, and the proximity to the Washington University <br />campuses, the Sutter Heights neighborhood is ripe for revitalization. In addition to <br />seeking developers for the five properties on the test block, Washington University, in <br />Urban <br />collaboration with Saint Louis University, is offering an interdisciplinary <br />Development Seminar <br /> course to respond to the RFP for one of the test properties. <br />This student project will demonstrate that it is possible to design and develop a LEED <br />®-Platinum certified green home at our targeted price point and still turn profit for the <br />developer. This project will be undertaken by architecture, business law, social work, <br />urban design, and public policy students this fall. U. City resident and Assistant <br />Professor, Jodi Polzin is teaching the course. <br />University City School District <br />This past week the held the first two of several <br />Community Engagement Meetings to begin a serious dialogue about the future of the <br />school district with improving student academic achievement being the focus of the <br />District’s efforts. The attendance at the two (duplicate) meetings was tremendous, with <br />over 200 citizens participating at Barbara C. Jordan on Tuesday night and nearly 100 <br />participating on Saturday morning at Julia Goldstein Early Childhood Center. District <br />officials described the state of the district, including student performance, staffing, <br />facilities and finances.
