<br /> <br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />May 15, 2008 <br /> <br /> <br />The Council Study Session, held in the Chambers of the City Hall, on Monday, May 15, <br />2008, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the <br />following members of the Council were present: <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Terry Crow <br /> Mr. Robert Wagner <br /> Mr. Byron Price <br />Ms. Lynn Ricci and Mr. Michael Glickert were excused. <br /> <br />Also present were the Finance Director/Deputy City Manager Janet Watson, and the City <br />Attorney John Mulligan. <br /> <br />The Study Session was the second of two planned Fiscal Year 2008 – 2009 Budget draft <br />sessions. Janet Watson passed out information on recycling savings. She stated in this <br />handout that the largest savings in recycling comes with the disposal costs. University City <br />is one of the only cities in the County that operates their own transfer station. She <br />explained that diverting more waste from the landfill will equate to reducing the City’s <br />landfill disposal expenses, preserve natural resources, save energy by reducing the need <br />to mine and refine raw materials, and the materials, and the recycling industry is a <br />significant driver of economic activity in the St. Louis area. <br /> <br />Ms. Watson also had material showing a comparison by Ellis & Associates to Starfish <br />Aquatics Institute and Other providers in the training of lifeguards for public swimming <br />pools. Mr. Sharpe asked that Ms. Watson also ask the Red Cross to supply what they <br />have to show the comparison of their service to other services. <br /> <br />Mr. Price had asked for the police department to furnish a break-out of where their time <br />was spent. Colonel Charles Adams gave the following break-out: <br />? <br /> Increased Patrol – Special Operations Unit provide increased patrol in areas populated <br />by Washington University students and their travel to and from the Loop. The cost <br />associated with this is $72,467. <br />? <br /> Foot Patrol – This patrol is designated to give high police visibility to the Loop and <br />surrounding area. Colonel Adams said there are expenses associated for this service, <br />but are not included in a total. <br />? <br /> Pedestrian Safety Enforcement – The police force participated in pedestrian crosswalk <br />enforcement in 2005 and 2006. This enforcement provided motorists with educational <br />literature and some received citations. The cost for this was $14,319 and generated <br />261 citations and 1,411 warnings. <br />? <br /> Party Patrol – Washington University Police and University City Police entered into an <br />agreement in which extra patrol is provided in areas heavily populated with Wash U <br />students. The cost associated with this is $12,078. <br />? <br /> Underage Drinking Enforcement – The UCPD heavily target densely populated Wash U <br />residential areas. <br /> <br /> <br /> <br />
