<br />years. The Charter was very clear in stating the Council must fix by ordinance the <br />compensation of all the employees. Those amounts may not exceed what was <br />recommended by the City Manager. It is his understanding that this ordinance does <br />comply with that Charter provision. <br /> <br />Mayor Adams stated that the Council will be polled in accordance with Mr. Wagner’s <br />appeal to determine if the compensation bills will be read into record. A vote of Aye <br />would signify that the compensation bills will be introduced. <br /> <br />The following is the result of the poll: <br /> <br />AYES: Mr. Price, Mr. Crow, Mr. Glickert, Mr. Sharpe, Jr. and Mayor Adams <br />NAYS: Mr. Wagner and Ms. Ricci <br /> <br />Mayor Adams stated the two ordinances will be introduced. <br /> <br />Ms. Ricci had wanted to speak to Mr. Mulligan before he walked away to confirm with <br />him that he had not review the Civil Service Regulations before giving his opinion of the <br />City Charter’s requirements on compensation. Mr. Mulligan stated he had not. Ms. <br />Ricci said she could read the Civil Service regulation that required the Human Resource <br />Director to provide the compensation bill to the Civil Service Board for approval, who <br />then provide it to the Council for approval. Ms. Ricci also directed Mr. Mulligan to the <br />City Charter stating that a member of the Civil Service Board would serve a three year <br />term. Mayor Adams said he would explain all that later. <br /> <br />Mayor Adams follow-up on Mr. Wagner’s concern over the five year projection of the <br />City’s budget stating that is was only a projection and many things could change in five <br />years as they usually are more conservative than what actually happens. <br /> <br />Introduced by Mr. Crow <br />1. Bill 8991 – An ordinance providing for the reimbursement of certain City Officials and <br />employees for expenses incurred by them in operating their own automobiles in <br />connection with their positions, and repealing Ordinance No. 6646. <br /> <br />Introduced by Mr. Price <br />2. Bill 8992 – An ordinance fixing the compensation to be paid to City Offices and <br />employees as enumeration herein from and after June 25, 2008, and repealing <br />Ordinance No. 6691. <br /> <br />Mayor Adams requested the bill numbers so the City Clerk left to get the list from <br />her desk. There was a short adjournment. <br /> <br />Mayor Adams stated he was not asking for introduction of the compensation <br />emergency bills on the agenda. He stated that he was not pulling it off the agenda, <br />he just was not asking to have it introduced. <br /> <br />Ms. Ricci asked to be excused because of family emergency. <br /> <br /> <br /> <br /> <br />
