<br />th <br />would not be able to make July 28, therefore another date will have to be <br />decided. <br /> <br />Ms. Ricci stated that she objected to any tax initiative at this time being put to our <br />voters and did not feel the $8,800 should be spent at this time. <br /> <br />Mr. Glickert asked about the time frame, how long will the questions take per <br />survey and when would the complete survey be done. Ms. Watson said it would <br />take about 15 minutes per survey and anyone not completing the survey would <br />not be counted in the four hundred. Ms. Watson said that Mr. Jones would be <br />finished with the survey by the end of the week. <br /> <br />Mr. Wagner objected to the way this survey was handled. He stated that he saw <br />the survey and its questions about three minutes before the Council meeting <br />started and said the Council had asked to see the survey questions before <br />starting. Mr. Wagner stated that it is improper for this survey to start tonight <br />without Council’s approval. <br /> <br />Mayor Adams stated that the survey was only to understand the wishes of <br />University City’s residents. After the survey was completed it would then be the <br />Council’s decision of whether to pursue any tax increases. <br /> <br />Mr. Crow asked if the survey had the calls in a phone bank and could not be <br />stopped at this point. Ms. Watson said the survey was taking place now and if it <br />the survey was halted, it probably would have some financial expense. <br /> <br />Ms. Ricci moved that the City Manager contact Mr. Jones to immediately halt any <br />further action on the telephone survey until further direction from Council and <br />was seconded by Mr. Wagner. <br /> <br />Ms. Ricci asked Ms. Watson if she was certain that the survey could not be <br />stopped, that Mr. Jones would not be agreeable to change the date to a future <br />date, and what is the estimate to redo it. Ms. Watson stated that to her recall, <br />$1500 was Mr. Jones’ portion of the contract for his part and the remainder was <br />to the telephone survey company. Ms. Ricci called for the question. <br /> <br />The voice vote was <br />AYE: Ms. Ricci, Mr. Crow and Mr. Wagner <br />NAY: Mr. Price, Mr. Glickert, Mr. Sharpe, Jr. and Mayor Adams. <br /> <br />The majority approved the continuation of the survey by Terry Jones. <br /> <br /> <br />2. Resolution 2008 – 9 to accept preliminary development plan at 7384 Forsyth. <br /> <br />Mr. Wagner moved to approve the preliminary development plan at Forsyth, <br />seconded by Mr. Glickert and was approved unanimously. <br /> <br /> <br /> <br /> <br />
