Please provide feedback by August 15. I will <br />distribute revisions prior to your August 25 Council session. <br /> <br />As of July 16, 2008 pursuant to a Judgment and Order of the circuit Court of St. Louis <br />the Loop Trolley Transportation Development District <br />County, is ordered to <br />establish. Mayors Adams and Slay will serve on the Board as will County Executive <br />Dooley. <br /> <br />The MML has joined a coalition of businesses, utility and economic development groups <br />eminent domain amendments <br />to oppose the two proposed to the Missouri <br />Constitution. July 7 the group incorporated as Missourians for Responsible <br />Government. Mr. Gary Markesan notified the City that the MML is continuing <br />their investigation of the eminent domain initiative petitions. Several important deadlines <br />are approaching. July 29, local election authorities must certify their signature counts to <br />the Secretary of State. By Tuesday, August 5, the Secretary of State must certify <br />whether the petitions are sufficient or insufficient. Within 10 days of that decision, <br />anyone may file a lawsuit in Cole County Circuit Court challenging the SOS's <br />certification. He felt the litigation will move very quickly, therefore, it is critical to make <br />good use of the next two to three weeks to prepare for a possible lawsuit by raising <br />necessary funds, investigating the legal issues, and getting the word out about the <br />devastating effect these amendments would have on utilities, commercial development, <br />and local governments. We currently have private sector pledges/contributions of <br />$250,000 but our goal is $400,000. The League hopes to raise about $25,000 from local <br />governments to help pay for the lawsuit. They will be contacting us shortly to request <br />funds for the campaign. Council will need to decide if you wish to participate in the <br />lobbying effort. <br /> <br />Monday, August 4 at 10 AM in the County Council Chambers, 41 S. Central, there will <br />Foreclosure/Vacant Property Situation. <br />be a session on the St. Louis County Officials <br />will lead the briefing. The County Municipal League and other parties have been <br />researching and discussing the foreclosure and vacant property issues.
