recent occurrences in <br />Please find attached a report from Chief Adams regarding the <br />the Loop <br />. The LSBD meets on the second Tuesday of the month at Blueberry Hill. <br />Chief Adams will be attending August 12 from 9 AM to 11 AM to hear concerns directly <br />from the merchants and business owners. Council members are always welcome to <br />attend. <br /> <br />Missouri Transportation <br />Missouri Department of Transportation (MoDOT) and the <br />Finance Corporation <br /> (MTFC) met on August 5, 2008. The MTFC is a not-for-profit <br />banking corporation focused on funding highway and transportation projects. The <br />MTFC, in conjunction with MoDOT, issues low interest loans in order to further the <br />transportation goals of the State of Missouri. The corporation offers a full range of loan <br />products to satisfy the needs of public and private entities. Projects under this program <br />must receive prior approval from the MoDOT district engineer and must be supported by <br />either the local metropolitan planning organization or the regional planning commission. <br />The MTFC is currently accepting applications for projects. Staff is excepting feedback <br />for MoDot projects. Currently, I have our priority identified as construction of a new <br />Delmar and I 170. <br />bridge at <br /> <br />County foreclosure presentation <br />The on Monday indicated foreclosures are up <br />significantly throughout the County. This presents many challenges from a municipal <br />perspective not the least of which include code enforcement, security and declining <br />property values. They provided data on a number of organizations that are teaming up <br />in the City of St. Louis to counsel individuals in the midst of foreclosure including; <br />Beyond Housing, Catholic Charities Housing Resource Center, Urban League of <br />Metropolitan St. Louis, Better Family Life, Inc. and ACORN. They have been successful <br />in reducing redundant requests and streamlining the counseling process. The County is <br />encouraging municipalities to provide financial support to the partnering agencies via <br />CDBG dollars similar to the half a million dollars in CDBG funding Mayor Slay set aside <br />in the City of St. Louis. They were quick to point out that this is not only affecting <br />individuals with sub prime loans. The slow market is affecting conventional borrowers as <br />well. Homeowners should not wait until their property is three months in arrears to ask <br />for help! Our ongoing issue is the difficulty presented in identifying individuals to enforce <br />and prosecute violations relating to bank held properties. Program data is included for <br />your reference. <br /> <br />Council requested a budget for a public education program to increase recycling <br />citywide recycling public <br />participation. The estimated cost for the recommended <br />education campaign <br /> is about $43,000. If we proceed with door hangers to non- <br />recyclers and develop posters for the bus shelters and metro locations, a total of about <br />$20,000 would be needed if girl scouts and/or boy scouts provide assistance.
