Ms. Feier stated she would prefer a general motion to proceed with the RFP,
based on the conversation this evening. She did not want to be locked into the
red-lined RFP that was presented. She stated she understood that she would
be the contact person and that the Council would want to have some say in the
committee that would review the RFPs. .
Mr. Wagner stated that he wanted the Council to see all of the responses and
the Council would have the principal role of setting up a Committee to evaluate
and select the independent consultant for an unfiltered and unsorted review as
it was money budgeted out of the Legislative department. Ms. Feier said that
she was not in favor of running the City by committee. She stated that this
would not be in order for a City Manager form of government. Ms. Feier said
she would like a motion to say to move forward with the fleet RFP process but
not with the red-lined RFP document.
Ms. Ricci stated that the Council has the right and obligation to inquire
concerning City business and that is what this consulting RFP would provide to
the Council.
Mr. Price and Mr. Sharpe, Jr. were for the City Manger to do what they
considered was her job anyway.
Agreement could not be reached as to who would be the committee.
Councilmember Wagner stated that Council had gotten off track as to the
purpose and intent of the RFP, so he withdrew his motion to support it.
Mayor Adams agreed that he thought an evaluation of the Maintenance garage
should take place but felt it was up to the City Manager to figure out how it
would happen.
M.
