Mr. Price also suggested doing a <br />follow-up with the City schools on the grant sponsored by East West Gateway <br />contest. He stated the City should move forward cautiously and he agrees with <br />Mr. Glickert that spending should be only in-house. Mr. Price second Mr. Crow’s <br />motion. <br />In answer to Ms. Ricci’s question on posters and door hangers, Ms. Shields- <br />Benford said the poster price of $9,600, included the design printing and <br />installation of 100 large posters. Ms. Shields-Benford said the door-hangers <br />would cost about $1.00 each, which included the plastic bag for hanging the flyer <br />for a cost of $9,900. Ms. Ricci preferred to keep the discussion open and start <br />with the budgeted amount of $5,400 and add a little to send letters to <br />neighborhood associations asking them to share information with their residents. <br />Mayor Adams asked for a vote on Mr. Crow’s motion to go forward with the plan <br />for $19,500 for promotional material to encourage University City’s residents to <br />recycle. The voice vote was approved by the majority with one Nay vote from <br />Ms. Ricci. <br />4. Etzel Alley Cart Collection <br />City Manger Ms. Feier stated that a study had been done in 2004 and 2006 <br />concerning cart pick-up in the alley of residents living on Etzel Ave. She <br />explained that it is basically a financial issue. Ms. Feier addressed a couple of <br />Ms. Glickert’s issues. Her first issue had to do with the alley width of 15 feet <br />versus street width of 30 feet. The alley width presented more risk possibility of <br />damaging personal property. The second issue dealt with equity, receiving <br />equivalent service. A dumpster is emptied twice a week and the cart service is <br />picked up only once a week. Ms. Feier noted the pros and cons of a dumpster <br />versus individual carts and stated it was a Council decision. <br />Mr. Price stated that he has heard pros and cons about dumpster versus carts so <br />he and Mr. Sharpe, Jr. are going to set up a meeting in Pershing Elementary and <br />invite residents to come to voice their opinion. He stated he would not be in favor <br />of the additional cost for one block. Mr. Glickert asked Mr. Price to concentrate <br />on residents shown in map, as area 10. <br />CITIZEN COMMENTS <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert stated the 2004 survey and pilot program did not work because it did <br />not allow residents to take their carts to the alley, they had to be put out on the <br />street. Most homes in this area do not have drive-ways and are terraced making <br />it difficult to roll the cart out to the street. Ms. Glickert maintained that the <br />dumpster attracts itinerate haulers which cost the City extra dumping fees. Ms. <br />Glickert noted that there were only 46 recyclers in the alley of approximately <br />1000 because people will not roll out the carts to the street as is presently <br />mandated. She maintained that the alley behind her house did not look like the <br />pictures provided by the Public Works Department and they were wide enough to <br />have pick-up with roll-out carts. <br /> <br />
