<br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />August 25, 2008 <br /> <br /> <br />At the Study Session of the City Council of University City held in the Chambers of the <br />City Hall, on Monday, August 25, 2008, Mayor Adams called the meeting to order at <br />5:30 p.m. In addition to Mayor Adams, the following members of the Council were <br />present: <br /> Ms. Lynn Ricci <br /> Mr. Robert Wagner <br /> Mr. Byron Price <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance were City Manager Julie Feier and City Attorney John Mulligan. <br /> <br />The purpose of this Study Session was to discuss the rules and procedures governing <br />the Council. The session was led by the City Clerk Joyce Pumm. The agenda was to <br />cover Council mileage allowance, Council rules and procedures and Council travel <br />policy. <br /> <br />The City Clerk asked Council how they would like the mileage allowance handled for <br />Council only, as it was now a new procedure for reimbursement. The Council was <br />asked if they had any restrictions on what the City Clerk could approve as far as <br />reimbursable mileage. Mr. Glickert stated he did not want to form any more committees <br />for reviewing and the City Clerk could pay what was submitted. It was determined that <br />the City Clerk would send the Council a quarterly report on reimbursable mileage that <br />had been submitted and paid. <br /> <br />The next item on the agenda was to review and change the thirty-five rules and <br />regulations that govern the Council. <br />1. Rule 1. - Will be changed to reflect a more descriptive e-mail policy. Changing <br />the sentence beginning with “Any member” will now read “Any member of a <br />public body that transmits an e-mail to at least three other members of the body <br />so that when counting the sender, a majority of members are copied, or a copy of <br />the e-mail or an e-mail of the same topic is forward to additional members, so <br />constituting a majority, the email shall be sent to either the custodian of records, <br />or the members’ public office computer. <br />2. Rule 2 – Will add “of the Charter.” After Article II. <br />3. Rule 3 – no change <br />4. Rule 4 – Discussion was whether the City Clerk would take minutes at a meeting <br />that did not have a majority of Council present. It was decided that the City Clerk <br />did not need to attend or take minutes when a quorum was not present. <br />5. Rule 5 – Discussion was on what Robert’s Rules versions said about “Point of <br />Order” and what exactly was the procedure for an “Appeal.” The City Clerk said <br />she would get the descriptions in several Robert’s Rules and send to the Council <br />for later discussion. Ms. Ricci was concern over the Chair not recognizing <br />Councilmembers when they made a motion. The City Clerk suggested that the <br /> <br />
