Rule 6 – Mayor Adams had a question on whether a Councilmember needs to <br />leave the room when a member asked to be excused from the dais before a vote <br />is taken, (the Charter states that if present a Councilmember must vote), or if just <br />stepping down from the dais was acceptable. Mr. Mulligan said that because of <br />appearance, it would be better to totally remove self from the room. The majority <br />of the Council agreed, in order to excuse oneself before a vote, the member <br />would have to leave the room of the proceeding. <br />7. Rule 7 – “No audio recording of any meeting”, “closed” should be inserted before <br />meeting. <br />8. Rule 8 – the word “Regular” will be inserted before the word “meetings of the <br />Council”. The parenthesis will be changed to state (“this may be changed by the <br />majority vote of the Council.”) Citizen participation will remain at the end of <br />Council’s agenda. <br /> <br />Out of thirty-five rules, this is the point discussion stopped, due to time limitations.
