Leavees left at the ccurb line are picked up byy mechanizedd street sweepers and speecialized truckks fittedwith vacuumms. The leaaves are trannsported to thhe Ruth Parrk Nursery wwhere they arre eessed into a fine mulch prooduct and maade available free to U-Citty residents aat Heman Parrk proc or muulch can be deelivered anywwhere in the mmetropolitan aarea for a fee. Duringg the fall bulk leaf collecttion period, wwhen the leaf-f-fall is at its heaviest, in oorder for us tto mainttain our colleection scheduule, it is neceessary to usee private conntractors to supplement thhe collecction efforts of city crews. TThe contractoors are requirred to providee up-to-date eequipment annd be avvailable to worrk during exteended hours aand inclement weather connditions. BID RRESULTS: This is the final year of aa three year, competitivelyy bid contracct. The firm oof Compplete Curbsidee submitted aa bid of $1244.75 per hour. Hendel Lawwn Care submmitted a bid oof $165.00 per hourr. The city budgets ap$66,300 for contractual leaf collectioon proximately cces. The conntract was spoo Compete Caacuums availaable) and onee- servilit one-half turbside (2 v half to Hendel Laawn Care (3 vacuums avvailable). Laast year, Henndel Lawn CCare added aan additioonal leaf trannsport truck wwhich rotated between thee leaf vacuumm units keeping the unit oon the sttreet vacuuming instead oof transportingg leaves to thhe dumpsite. Hendel also increased thhe numbber of vacuumm units to 4 aallowing themm to process mmore leaves in a shorter pperiod of timee. The fiirm of Compleete Curbside had problemss keeping its nng and usuallyy had only onne units operati unitooperating at full capacity foon a regular ffinal result wwas that Henddel Lawn Carre basis. The endedd up collecting 4,484 cubicc yards (66.3%) of leaves and Complette Curbside ccollected 2,2334 (33.7%%). MMENDATON: RECOOII Public Works reccommends that the $66,3300 leaf colleection servicees contraact be split beetween the twwo contractorss as two-thirdds to Hendel Lawn Care at $44,200, annd one-thhird to Compplete Curbsidee for $22,1000. The contraactors will onnly be paid foor the hours oof servicce provided.
