<br /> <br />Mr. Sharpe, Jr. moved for approval, seconded by Mr. Price, and was passed <br />unanimously. <br /> <br /> <br />K. CITIZENS’ COMMENTS <br />Karima Wilson, 6746 Julian Ave. <br />Ms. Wilson was present to address the apartment building on 1109 Bellrue Ave. <br />She stated that this building was condemned, to be torn down and to her <br />understanding the City Manager allowed someone to purchase the property. It was <br />classified as a nuisance property. Ms. Wilson stated that work has been minimal on <br />it and would like to know what kind of enforcement is being done on this property. <br />Secondly she has requested stop signs at Belrue and Julian in 1997 and 2005. She <br />was told that this would be done but the only thing done was to move the yield sign <br />to the Belrue side and this still did not help the problem. Thirdly she wanted to <br />complain of the increased cost of trash collections with fewer services being offered. <br /> <br />Elsie Glickert,6712 Etzel <br />Ms. Glickert stated that trash cost keep going up because of the dumpsters and the <br />amount of extra trash it invites. She provided photos of the alleys in University City <br />and photos of the type of trash being disposed of at the dumpsters. Ms. Glickert <br />claimed that resident trash bills go up because of extra trash the dumpsters invite. <br />On the big push for recycling Ms. Glickert talked about the three mailings she had <br />just received. She said not one of the mailings addressed the graphic issue of why <br />University City should recycle as Councilmember Mr. Price has emphasized. Ms. <br />Glickert then addressed the letter sent just to residents living in section 10 of the <br />trash pick-up area. She stated the ballot provided was to be turned in before a <br />neighborhood meeting was going to happen on October 10 at 6:00 p.m., which she <br />thought was also too early for the working class of the area to be to get home to <br />attend. The Public Meeting should be first to educate the people, then you vote. <br /> <br />Brad Flansburg, 6902 Julian Ave. <br />Mr. Flansburg stated that he had not received the written report Mr. Wagner had <br />asked the City Manager to prepare in regard to the events he spoke of at the last <br />Council session. He also did not understand why the stop sign, which was passed <br />by the Traffic Commission a couple of weeks previous, was not on the agenda. Mr. <br />Flansburg spoke of the property that Ms. Karima Wilson just addressed. He stated <br />that when he inquired into its purchase he was told that it was irreversibly <br />condemned and could not be purchase but afterwards it had been sold. <br /> <br /> <br />L. COUNCIL COMMENTS <br />Mr. Glickert asked City Manager, according to his recollection, he thought the <br />Council passed an ordinance to have the property on Belrue torn down. Mr. Walker <br />said he would prepare a report for the Council with facts and events that have taken <br />place on that property. Mr. Glickert also wanted to know why a LEED’s building did <br />not have recycle containers available at City buildings and City functions. Mr. <br />Glickert asked if the City Manager has a contract with a towing company and how it <br />was handled. He asked for a report on this procedure by the end of October. <br /> <br /> <br />
