Lastly Ms. Sartori said an appraiser informed her that because <br />of the mess in the alley due to the dumping, the value of her house was $10,000 <br />less. <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert asked the Council to review material she had placed at their desks. <br />She stated the meeting to discuss dumpsters versus roll-out carts was not handled <br />properly. First it was held too early and many could not make the early time. Ms. <br />Glickert stated the original meeting was to be for Section 10 but had been changed <br />to include Section 1. Ms. Glickert said that Section 1 had totally different set of <br />dynamics. She said Public Works spoke as to what they do but little opportunity was <br />given for citizen input. Some residents did not receive a letter informing them of the <br />meeting and others did not receive a ballot. Ms. Glickert stated that the City only <br />sent out 503 letters and there were many more houses than that in section 10. She <br />said that section 10 was also told that dumpsters could not be place on the side <br />where the wires existed but according to pictures presented of Parkview subdivision <br />and Parkview Gardens, they have dumpsters on the side with the wires. Ms. <br />Glickert said that Public Works also tells them that they cannot have carts on both <br />sides of the alley but pictures she presented from University Place showed roll out <br />carts on both sides of the alley. Ms. Glickert’s recommendations were to <br />immediately move dumpsters to the other side of the alley in Section 10 and after a <br />short period of time have another meeting just for Section 10 at 7:00 p.m. to first <br />discuss and then vote again. <br />L. COUNCIL COMMENTS <br />Mr. Glickert asked City Manager as a follow-up to his previous request four weeks <br />ago about the City and its relationship to the towing service it uses. He wanted to <br />know if it went out for bids. Secondly, he said he drove through the alleys of <br />University City and then through the alleys of Pagedale and he stated that the alleys <br />in Pagedale looked a lot cleaner than University City’s. <br />Ms. Ricci asked the City Manager to put obtaining a liquor license down for a study <br />session. She then asked how the money Council agreed to give to St. Louis County <br />Municipal League for educational promotion of Proposition H was used. She stated <br />she had not seen or heard anything on it. Mayor Adams agreed to get this <br />information for her. He did say they raised about $60,000 and started this week with <br />radio spots. They would also work through other elective officials to help educate <br />people of what Proposition H represented. <br />A motion was made by Mr. Glickert go into Executive Session and was seconded by <br />Mr. Wagner dealing with RSMO 610.021 (1) and (2), legal and real estate.
