Mayor Adams asked whether MSD was in the process of separating the combined <br />sewers and if so what was the time frame. Mr. Theerman said that combined sewer <br />system is more susceptible to overcharges but they had numerous claims in areas that <br />did not have combined sewers. He said that MSD would be spending two to four billion <br />dollars doing sewer system improvements in the combined sewer system area over the <br />next twenty to thirty years. Most of the combined system will remain combined as it is <br />cost prohibitive to separate the entire system. <br />Mr. Price asked if they had any provisions for anyone disabled and could not meet the <br />thirty day window to call and report a backup. Mr. Theerman said MSD did not. <br />Ms Ricci asked Mr. Theerman to find out if MSD representatives at the last Council <br />meeting on September 29 let the citizens know of this thirty day limitation to have their <br />names put on a list. <br />3. Fleet Management Consultant was discussed in the Study session and was <br />pulled from the agenda as the majority of the Council agreed not to continue with <br />the present RFP. <br />4. Racanelli’s Pizza Liquor License was moved for approval by Mr. Price and was <br />seconded by Mr. Glickert. Ms. Ricci asked why the applicant was Mr. Dunn <br />rather than Mr. Racanelli. <br />Gerald Dunn, 8200 Yorkshire <br />Mr. Dunn said he was the manager of the LLC that owned the restaurant. He <br />stated he would be on site periodically. <br />The liquor license was unanimously approved by of the Council. <br />5. BILL 9009 - An ordinance amending Chapter 9.20 of the University City <br />Municipal Code, relating to offenses by or against minors, by repealing <br />Section 9.20.020 thereof, relating to curfew, and by repealing Section <br />9.20.030 thereof, relating to unlawful for parent, guardian or other adult to <br />permit curfew violation, and enacting in lieu thereof new sections to be <br />known as “Section 9.20.020 curfew”, and “Section 9.20.030 unlawful for <br />parent, guardian or other adult, to permit violation”, thereby amending <br />said sections so as to change the curfew time to between the hours of ten <br />p.m. and six a.m. on all days; containing a savings clause and providing <br />penalty. <br />Introduced by Mr. Sharpe, Jr. <br />2.
