development as retail and entertainment space. The University also purchased the
former Meineke Muffler garage at Delmar and Eastgate. Both properties are in the City
of St. Louis.

We are excited to announce our third annual civic series for Board and Commission
members. As in previous years, members of the public are welcome to attend. There
will be four sessions this winter:

Taxes:
Most citizens seems to know a lot about taxes as they pay them
regularly. However, where do they go once you have paid them? Taxes in
various forms fund the vital services the City provides to its citizens.
Wednesday, December 17
at 6:30 pm in the Council Chambers, Finance
Director, Janet Watson will present on the substantial differences in the St. Louis region
regarding tax policy and the designation of “Pool City” or “Point-of-Sale City”. For
example, would you think that shoppers in Chesterfield have a greater impact on our
budget than the City’s property tax? Find out why. Limitations on the City’s ability to tax
will be discussed as well as what remaining ways the City has at its disposal to
generate revenue needed to keep up with inflation in the next five years.

Roberts Rules:
Key to running a good and efficient meeting, we are offering a
refresher course on Roberts Rules of Order. Many of our Boards,
Commissions and Committees are guided by the Rules; they keep business
running smoothly and with a sense of order. Dorris Carter will give us a
Wednesday, January 21, 2009
quick but valuable lesson on this relevant topic on at
6:30 pm at City Hall, in the Council Chambers. All board, commission and committee
members should plan to attend.

Public Works:
Did you ever want to know why some streets are paved and
others are not, or why we encourage recycling, or why we collect leaves
when we do, or how we compare to other trash collection providers? Well,
you can learn so much about one of the City’s most vital functions and how
our small public works department manages to do so much for so little. On
Wednesday, February 18, 2009
at 6:30 pm at City Hall, fifth floor, Public Works
director Evelyn Shields-Benford will give us all the nuts and bolts of public works: how
much things cost; why we have the policies we have; and how we get the most out of
your tax dollars.

Conflict of Interest:
Back by popular demand and because the topic is
critical for all Board, Commission and Committee Members, local attorney
Mondi Ghasedi will again present the do’s and don’ts of conflicts of
interest. Understanding conflicts of interest will keep the integrity of our
Thursday, March 12, 2009
commission process. Ms. Ghasedi will appear on at 6:30
pm at City Hall, fifth floor. All boards, commissions and committee members are
strongly encouraged to attend. For more information, please contact Assistant City
Manager, Petree Eastman at 505-8535.

BUSINESS LICENSES: PROOF OF NO STATE TAXES DUE
… Effective January 1,
2009, the renewal of each business license must include a statement from the Missouri
Department of Revenue (DOR) that the applicant does not owe any state sales or
