the City widen the narrow parts of the street with s-curbs. Mr. Wagner, representing
the Traffic Commission, asked the City Manager to provide a cost analysis of
selectively replacing the present curbs with the s-curbs. If The City Manager would
provide the footage & cost and the residents are willing to consider some cost
sharing.

Mr. Price asked the City Manager to check into Olive and Parkmoor Ave
intersection, as he felt the area confusing to drivers as to the direction they should
be traveling.

Mr. Sharpe, Jr. thanked Mr. Wagner for attending the Traffic Commission for him as
he was out of town. He said the commission has been talking about the hazardous
condition present on Northmoor Drive when cars park on both sides of the street.

Mr. Glickert confirmed that the area Mr. Price talked about is very confusing and the
Traffic Commission should take a look at it. He asked the City Manager of the status
on the oil recycling program with the restaurants of which Washington University is
also participating. Mr. Glickert addressed the City Attorney Mr. Mulligan, stating that
in the Municipal Code Book of University City on page 35, it states that the Municipal
Judge is to give a monthly report, ten days after the end of the month, to the Council
consisting of cases heard and tried during the given month. According to the
Muncipal Code, the information is to be given to the City Clerk and in checking with
the Clerk, he was informed that the report has never been received from the
Municipal Judge. Mr. Glickert felt this should be look at.

Mr. Crow also felt that the request for the study recognized that this may be one of
many solutions the City can provide for the neighbors on Northmoor. Because of the
many resident calls Mr. Crow received. he felt the City needed to re-evaluate its leaf
collection timing. Mr. Crow stated that suggestions were to go from three to two
collection, which would also be a cost saving move or to rotate the areas pick up
time from year to year. He also thanked the City for delinquent refuse trash program
and hoped the Council would receive continuous updates on revenues received. Mr.
Crow mentioned to all the members of the Community, of the upcoming Community
Engagement Process meetings concerning the City schools.

Ms. Ricci stated that she found the City’s web site to be difficult to maneuver
through. She directed the City Manager to look at the Webster Groves’ web site as
an example of a user friendly site. She also thanked the City Manager and the City
Clerk for getting the agenda to Council ten days before the Council meeting.

Mayor Adams asked if the Council would like to go into Executive Session dealing
with legal but felt the Council may have already received the information needed.
Ms. Ricci moved that the Council not go into Executive Session, seconded by Mr.
Glickert and was approved unanimously.

The meeting was adjourned at 8:30 p.m.

Joyce Pumm, City Clerk
