<br />To: Honorable Mayor Adams and Council <br />From: Julie Feier, City Manager <br />Date: January 16, 2009 <br />Subject: Weekly Update <br />TIF purchased properties at North and South <br />Demolition of the and Olive began last <br />week and should be complete in the coming week. The corner was subject to a <br />charrette earlier this year. One business will remain standing through the term of their <br />lease in 2012, after which the City will pursue redevelopment of the corner based on the <br />community objectives identified during the planning session. The TIF Commission met <br />last week to discuss purchase of additional properties along the Olive Corridor. In <br />accordance with the Real Property Tax Increment Allocation Redevelopment Act, the <br />Mayor has forwarded the needed communication to the County, Parkview Gardens <br />Association and School District to proceed with the reconstituted County TIF Board on <br />future TIFs. The letters are attached for your consideration.Once appointments are <br />complete, we will be the first municipality to proceed with a TIF under the new State <br />guidelines as we proceed with the Kingsland Walk development at Kingsland and <br />Vernon. <br />Fire Cooperative Services <br />Nine firms submitted proposals in response to the <br />Consultant Process. <br />Five were interviewed, two underwent a second round of <br />interviews and ESCI was selected as the preferred consultant. A draft of the agreement <br />is attached for your consideration. The fee of $79,471 will be distributed evenly among <br />University City, Olivette, Maplewood, Richmond Heights and Clayton, at $15,894 each. <br />The other cities have asked that a subsequent draft establish contracts for each <br />municipality and ESCI individually rather than solely University City. If you have any <br />other issues for consideration before the final draft is approved, please let me know as <br />soon as possible as coordination between five cities presents significant logistical <br />issues. Council budgeted $20,000 for the assessment. As it is under the budgeted <br />amount, the contract will move forward once each representative approves the <br />language. <br />The Urban Forestry Commission met with Skip Kincaid of the Urban Forestry Group to <br />Urban Forest Operations Review and Strategic Plan <br />review the goals of the . We are <br />conducting and assessment of our forestry operation. I have attached a summary of the <br />program, it contains a brief explanation of the project and a list of questions we are <br />circulating to solicit input from staff, elected officials, commissions and citizens.
