4. <br />On the issue of parking along Northmoor suggestions have varied from no <br />parking on one side (north or south), to installation of “s” curbs, rolled curbs that <br />allow parking on the curb itself. After assessment, for the “s” curbs to be <br />effective it would require reduction of tree lawns and removal of trees to gain the <br />required thirty feet. This would negatively affect the neighborhood aesthetic and <br />take away from the safety of pedestrians on sidewalk. Staff cannot advocate <br />reducing one safety hazard through the implementation of another. In addition, <br />the cost estimates were completed and an 18-inch gain with rolled curbs would <br />cost $270,000K and still not be enough for city trucks to maneuver. Further <br />assessment bore out that to obtain the needed road width, would require a $1.5M <br />investment and the safety concerns would still remain for pedestrians. Therefore <br />the following three items are up for Council consideration and direction. <br />A. Establish “No Parking” restrictions on one side of the street at narrower <br />areas of Northmoor Drive from 7045 to 7117 and Asbury Ave to the west <br />city limit. <br />B. Allow parking only in areas where the street is wider than 24 feet. <br />C. Establish a residential parking permit system that would reduce the <br />volume of cars parked on the street. <br />Once Council direction is received, the appropriate documents will be drafted and <br />notice will be sent to the neighborhood prior to first reading by Council. The staff <br />recommendation is to move forward with “Option A”, establishing parking <br />restrictions on one side of the street from 7045 to 7117 and on Asbury Ave to the <br />west city limit.
