<br />Res./Office District; 34-35.6(13) “Other Development Standards” in the “GC” – <br />General Commercial District; 34-37.6(14) “Other Development Standards” in the <br />“CC” – Core Commercial District; 34-38.6(14) “Other Development Standards: in <br />the “IC” – Industrial Commercial District; 34-39.6(11) “Other Development <br />Standards; in the “PA” – Public Activity District; 34-40.8(14) “Other Development <br />Standards” in the “PD” – Planned Development District; and 34-88.3(3) “District <br />Standards” in the Olive Boulevard Historic District;’ thereby amending said <br />chapter so as to add provisions on the Olive Boulevard Design Guidelines for <br />new development and substantial redevelopment along Olive Boulevard; <br />containing a savings clause and provided a penalty. <br /> <br />3. An ordinance amending Chapter 34 of the University City Municipal Code, <br />relating to zoning, by repealing section 34-123.1 thereof relating to City Council <br />review of site plans and section 34-132.2 thereof relating to Plan Commission <br />findings of facts for conditional use permit approval, and enacting in lieu thereof <br />new sections to be known as "34-123.1 City Council review”; and "34-132.2 <br />findings of fact", thereby amending said section so as require that all new <br />development and substantial redevelopment along Olive Boulevard reviewed <br />under a site plan or a conditional use permit process comply with the Olive <br />Boulevard Design Guidelines; containing a savings clause and providing a <br />penalty <br /> <br />The Director of Community Development Mr. Lehman Walker was present to <br />briefly discuss the ordinances concerning the Olive Boulevard Design Guidelines. <br />He stated that his department did an on-line survey of which they received 152 <br />responses. Notices were also posted throughout the City for residents to call to <br />receive a survey for their input, of which they receive approximately another 150 <br />responses. The Community Development Department also had a focus group <br />and the Olive Business Association providing input. The first handout Mr. <br />Lehman provided showed results of the survey as to the “Likes” and “Dislikes” <br />about Olive Blvd. The second handout provided by Mr. Lehman incorporated <br />these suggestions received into a list of changes. The third handout provided the <br />four distinct districts of Olive Blvd. Funding of these guidelines will be of a longer <br />term but some can be dealt with in a shorter frame of time, as street furnishings <br />and land improvements. They will be dealt with by the property owner as they <br />redevelop their property. Public improvement will be longer term as the City will <br />need to seek grants for funding or when working with the Greenway Green <br />Rivers District. For the lighting improvement the Community Development <br />Department will work with Ameren UE for a plan and strategy. Mr. Lehman <br />stated that these plans were recipient of the Missouri State Planning Award for <br />an outstanding program and project. <br /> <br />Mr. Price asked what district would be a priority. Mr. Lehman said it would <br />depend on where the funding would first become available. He stated that <br />demolition is starting on locations at Olive and North & South. In the next several <br />month a Request for Proposal will go out for that particular area. Mr. Price asked <br />how the Economic Development Sales Tax would come into play. Mr. Lehman <br />stated the money generated from this sales tax is looked at every year and seeks <br />Council’s approval of its recommendations. <br /> <br /> <br />
