<br />3. The Council Strategic Planning Goals for 2009 were moved for approval by Mr. <br />Sharpe, seconded by Mr. Glickert and was approved unanimously. <br /> <br />4. The meeting topics schedule for 2009 were presented to the Council for any <br />additions or deletions. No changes were made. <br /> <br />Ms. Ricci asked about the May 4 meeting on budget transfers. She requested to see <br />P & L statements throughout the year. She suggested that the May 18 Study session <br />could remain open for possible continuance of budget discussions. <br /> <br />J. UNFINISHED BUSINESS <br />1. BILL 9009 - an ordinance amending Chapter 9.20 of the University City <br />Municipal Code, relating to offenses by or against minors, by repealing <br />section 9.20.020 thereof, relating to curfew, and by repealing section <br />9.20.030 thereof, relating to unlawful for parent, guardian or other adult to <br />permit curfew violation, and enacting in lieu thereof new sections to be <br />known as “section 9.20.020 curfew”, and “section 9.20.030 unlawful for <br />parent, guardian or other adult, to permit violation”, thereby amending <br />said sections so as to change the curfew time to between the hours of ten <br />p.m. and six a.m. on all days; containing a savings clause and providing <br />penalty <br /> <br />Bill 9009 is to be discussed by Council at the January 26, 2009, meeting. <br /> <br />K. NEW BUSINESS <br />BILLS <br /> <br />RESOLUTIONS <br />1. Resolution 2008-2 was to be reviewed one year after adoption dealing <br />with budget transfers. <br />Ms. Ricci was concerned over budget transfers after the fact, after three <br />quarters the City has had half million dollars in transfers, not getting timely <br />transfer reports and not having enough information of what the transfers <br />were for when some are listed as “budget corrections”. Ms. Ricci also <br />requested subtotals be listed on the budget transfers She motioned to <br />change the authorization of City Manager of budget transfer authority to <br />$10,000 from $25,000 as stated in Resolution 2008-2. <br /> <br />Mr. Glickert moved not to eliminate number 6 of the resolution as was <br />recommended. <br /> <br />Mr. Price clarified that budget transfers within the budget did not include <br />any addition of any money. Ms. Watson said that any addition would have <br />to be approved by Council. Transfers under $25,000 can only be done in <br />same department and same fund. <br /> <br />Mr. Crow seconded Mr. Glickert’s motion. <br /> <br />Ms. Ricci moved to modify Mr. Glickert’s motion to reduce City Manager’s <br />approval of transfers from $25,000 to $10,000 and was seconded by Mr. <br />Wagner. The motion to modify Mr. Glickert’s motion failed with a vote of <br /> <br />
