<br />Bill 9017 passed and became ordinance 6766. <br /> <br />2. BILL 9018 - An ordinance amending Chapter 9.20 of the University City <br />Municipal Code, relating to offenses by or against minors, by repealing section <br />9.20.020 thereof, relating to curfew, and by repealing section 9.20.030 thereof, <br />relating to unlawful for parent, guardian or other adult to permit curfew violation, <br />and enacting in lieu thereof a new section to be known as “section 9.20.020 <br />curfew”; thereby amending section 9.20.020 so as, among other things, change <br />the curfew time to between the hours of ten p.m. and six a.m. on all days; <br />containing a savings clause and providing penalty. <br /> <br />Mr. Glickert moved to amend Bill 9018 to change the curfew time to between the <br />hours of ten-thirty p.m. and six a.m. on Fridays and Saturdays with the suggested <br />curfew on the other days remaining the same. He wanted a little more flexibility <br />in the weekend hours. Mr. Sharpe seconded the motion. <br /> <br /> <br />CITIZEN COMMENTS <br />Joe Edwards, 6504 Delmar <br />Mr. Edwards stated that keeping the curfew at the same time just provides more <br />clarity for enforcement. He felt that there was still plenty of time to enjoy the <br />Loop till curfew time. <br /> <br />Ms. Ricci noted that the Loop Special Business District and the University City <br />Police Chief supported the 10:00 p.m. curfew time. <br /> <br />Mr. Price asked the City Manager to look at what other proactive strategies will <br />the City institute when large crowds gather. <br /> <br />Mr. Wagner asked what would be the penalty incurred by the juvenile. Mr. <br />Mulligan stated that the juvenile would be taken into custody and the guardian <br />would try to be located and if not found, the juvenile would be transported to the <br />Family Court of St. Louis County for handling. It would not result in a criminal <br />conviction. <br /> <br />Ms. Ricci inquired as to whether the St. Louis County had agreed to take custody <br />of the juveniles when no guardian can be found. Mr. Mulligan stated that the <br />Family Court has jurisdiction to handle any ordinance violation including curfew. <br />There is no formal program that the Family Court has on this but any violation <br />that a juvenile commits, there is a procedure for the police to follow. <br /> <br />Voice vote on Mr. Glickert’s motion to amend was defeated with two in favor and <br />five against. The two in favor of the amendment were Mr. Glickert and Mr. <br />Sharpe. <br /> <br />Mr. Sharpe moved for approval of Bill 8985 without the amendment and was <br />seconded by Mr. Crow. <br /> <br />Roll Call Vote was <br />AYES: Ms. Ricci, Ms. Wagner, Mr. Crow, Mr. Sharpe, Jr., Mr. Price and Mayor <br />Adams <br /> <br />
