Fire Chief Olshwanger updated Council on regional emergency response to a <br />pandemic outbreak. He stated that he was contacted by the Municipal League to <br />creating a booklet or resource guide concerning procedures in a pandemic <br />outbreak. Chief Olshwanger and panel created a resource reference guide for all <br />to become familiar with and the procedures needed to be followed when an <br />epidemic is evident. <br /> <br />3. The Director of Finance Janet Watson reviewed the six month financials to <br />provide an update on sales tax revenue. It was noted by Ms. Watson that in FY <br />09, the solid waste (refuse) revenues and expenditures were moved from the <br />general fund to a new solid waste fund. The revenue from the delinquent <br />payments and interest are still recorded in the general fund. Revenue and <br />expenditure totals for FY 08 have been adjusted to reflect this change. The sales <br />tax revenue is received one to two months after they occur, therefore this <br />revenue only includes four months of the present fiscal year. For gross receipts <br />taxes, the City only received five months of its revenue. Ms. Watson went <br />through line items on FY 09 revenue and expenditure report noting why some are <br />up and some are down this fiscal year. Ms. Watson then went on to review the <br />impacts of the economy on the major City’s revenues from September 2008 <br />through January 2009. They all were negatively affected, with the Pooled Sales <br />Tax having the greatest dollar deficit with a total revenue decline of $173,734 for <br />this fiscal year. Projecting this out for the full year, it would show a decline of <br />$416,962. <br /> <br />Mayor Adams asked how much has been collected on the delinquent trash bill and <br />Ms. Watson said about $400,000 has been collected so far. <br /> <br />Ms. Ricci asked Ms. Watson to supply her with the details of the mid-year financial <br />report similar to what is supplied in the budget book. <br /> <br /> <br />J. UNFINISHED BUSINESS <br />1. BILL 9017 -An ordinance amending Chapter 10.36 of the University City <br /> <br />Municipal Code, relating to regulations for specific streets, by repealing section <br />10.36.190 thereof, relating to through traffic prohibited on certain streets at all <br />times or during designated hours and enacting in lieu thereof a new section to be <br />known as “section 10.36.190 through traffic prohibited on certain streets at all <br />times or during designated hours,” thereby amending said section so as to <br />prohibit through traffic at all times on Liberty Avenue from Hanley to the north city <br />limits; containing a saving clause and providing a penalty. <br /> <br />Mr. Sharpe moved for approval and was seconded by Mr. Glickert. <br /> <br />Roll Call Vote was <br />AYES: Mr. Price, Mr. Wagner, Ms. Ricci, Mr. Crow, Mr. Glickert, Mr. Sharpe, Jr., <br />and Mayor Adams <br />NAYS: none <br /> <br /> <br />
