shall state the grounds therefor. Appeals must be accompanied by a fee in the amount specified <br />in Section 2.66.040 of the University City Municipal Code. <br />112.92 Membership of board. <br /> The Board of Appeals shall consist of seven members appointed <br />by the City Council. Board members shall be appointed for five year terms and serve until a <br />successor has been appointed. <br />112.92.1 Qualifications of board members. <br /> At least three of the members shall each have at <br />least ten (10) years of experience as a registered architect, builder, superintendent of building <br />construction or as a registered professional engineer with structural, civil or architectural <br />engineering experience. <br />112.92.2 Chairperson. <br /> The Board of Appeals shall annually select one of its members to serve <br />as chairperson. <br />112.93 Notice of meeting. <br /> The meeting shall be upon notice from the chairperson, within thirty <br />(30) days of the filing of an appeal, or at stated periodic meetings. <br />112.94 Board powers. <br /> The Board of Appeals may reverse, affirm or modify the order, decision <br />or determination of the building official. <br />112.95 Board decisions. <br /> The Board of Appeals shall act by majority vote, and a quorum shall <br />consist of at least five members. The decision of the Board of Appeals shall be by resolution, <br />approved by at least three of its members participating in the appeal. <br />SECTION 113 VIOLATIONS <br />() <br />113.4 Violation penalties. <br /> Any person who shall violate a provision of this code, or who shall <br />fail to comply with any of the requirements thereof, or who shall erect, move, construct, alter, <br />remove, demolish or repair a structure in a manner that is not in compliance with an approved <br />plan or directive of the building official, or of a permit or certificate issued under the provisions <br />of this code, or who shall start any work requiring a permit without first obtaining the permit <br />therefore, or who shall continue any work in or about a structure after having been served a stop- <br />work order, except such work as that person has been directed to perform to remove a violation <br />or unsafe condition; or any owner or tenant of a building or premises, or any other person, who <br />takes part or assists in any violation of this code or who has charge of any building, premises, or <br />part thereof in which such violation shall exist, shall upon conviction thereof be subject to the <br />penalties provided in Section 1.12.010 of the University City Municipal Code. Each day that a <br />violation continues after a notice is served shall be deemed a separate offense. <br />SECTION115 UNSAFE STRUCTURES AND EQUIPMENT <br />() <br />115.90 Public nuisance. <br /> Structures which are declared a nuisance under the terms of Chapter <br />8.28 of the University City Municipal Code shall be vacated and demolished or repaired as <br />required by said chapter. <br /> <br />
