109.4.90 Third-party inspections <br />. All third-party inspections, qualifications, and reliability <br />must be pre-approved by the building official. All inspections not pre-approved will be negated. <br />Qualifications of the third-party inspector must be presented to the Department of Community <br />Development and approved prior to services rendered. Presentation of these qualifications does <br />not relieve the requirement of requesting approval prior to use of a third-party inspector for each <br />and every inspection. <br />Third-party inspectors must maintain certain qualifications in order to perform inspections: <br /> 1. Professionally licensed (with stamp) as an architect or an engineer in the State of <br />Missouri, or certified by the International Code Council as an inspector in the particular field of <br />inspection. <br /> 2. Approved by the City of University City to inspect the specific project. <br /> 3. Not have a conflict of interest (vesting financially, etc.) in the project. <br />Inspections performed by members of a company that do not meet the criteria of a third-party <br />inspector are negated. <br />Unreliability of inspection or falsifying any information of the criteria of third-party inspection <br />will result in permanent denial of inspection ability. <br />109.90 Workmanship. <br /> Repairs, maintenance work, alterations or installations which are caused <br />directly or indirectly by the enforcement of this code shall be executed and installed in a <br />workmanlike manner in compliance with this code, in accordance with industry standards, and in <br />accordance with the manufacturer’s installation instructions. <br />SECTION 112 BOARD OF APPEALS <br />() <br />112.1 General. <br /> In order to hear and decide appeals of orders, decisions or determinations made <br />by the building official relative to the application and interpretation of this code, there shall be <br />and is hereby created a Board of Appeals. <br />112.2 Limitations on authority. <br />Delete in its entirety. <br />112.3 Qualifications. <br />Delete in its entirety. <br />112.90 Application for appeal. <br /> Any person directly affected by an order, decision or <br />determination of the building official shall have the right to appeal to the Board of Appeals. An <br />application for appeal shall be based on a claim that the true intent of this code or the rules <br />legally adopted thereunder have been incorrectly interpreted, the provisions of this code do not <br />fully apply, or an equivalent form of construction can be used. <br />112.91 Filing procedures. <br /> All appeals shall be filed in writing with the building official within <br />thirty (30) days after the order, decision or determination is rendered by the building official, and <br /> <br />
