Session 1915 <br />March 29, 2004 <br /> <br />Ms. Welsch moved approval of this agenda item, and Mr. Sharpe seconded the motion. <br /> <br />Mr. Ted Spies attended to represent MoPInG, and it was to him that Mr. Lieberman <br />addressed his comment. <br /> <br />Mr. Lieberman expressed his "perpetual objection" that strangers approached people's <br />doors, especially at night, asking for financial contributions. Although he is in favor of <br />MoPInG, he thinks there are better ways to approach people for support, and that is <br />outside of businesses, rather than disturbances at people's homes. He alluded to the <br />"No Call System" which is in place, noting that people are upset and tired of being <br />disturbed in their homes and this is another way that disturbance occurs. He asked if <br />there is another way; if MoPInG had really considered there might be another, better <br />way to solicit support. He reiterated his question, "Have they?" <br /> <br />Mr. Spies, representing the MoPInG organization, responded that they conduct <br />membership building and fund raising in many different ways. They and their partner <br />groups find the most effective way to build their membership, as opposed to simply <br />maintaining it, is to get out into the community and speak to people; to make a <br />connection and get them involved. While they have tried other ways, MoPInG feels this <br />is a very effective method. <br /> <br />Mr. Lieberman noted that MoPInG was here, at a Council meeting, recently, and Mr. <br />Spies said they apply on a continuing basis for permits to canvass, because they work <br />with many different partner groups. Mr. Lieberman then asked if there was some way <br />the City could check to see that the cost of solicitation would not exceed twenty-five per <br />cent of the amount collected, and Mr. Spies responded that financial information is <br />provided on the application to solicit, and he believed that they addressed these <br />concerns. <br /> <br />The motion carried six to one, with Mr. Lieberman voting NAY. <br /> <br />BILLS FOR SECOND AND THIRD READINGS <br /> <br />None <br /> <br />BILLS FOR INTRODUCTION <br /> <br />None <br /> <br />COMMENTS ON NON-AGENDA ITEMS <br /> <br />Carol Brown, 1336 East Overy, wants the Council to reconsider allowing Wellston <br />children, as well as those from Olivette, to use the University City swimming pool.
