Session 1915
March 29, 2004

Mayor Adams corrected him, advising that happened at the Park Commission meeting.
Mr. Brown feels that appellation does not apply to all children in Wellston and to exclude
them from using the pool would be unfair.

Mayor Adams asserted, most strongly, that no one from the City Council ever made a
comment of that nature. He said that citizens of University City may have made such
comments, and no councilmembers "believe in those remarks." Mayor Adams told Mr.
Brown that Council will consider his request at a later date.

Ms. Welsch said the issue had not come before the Council, and that his concerns were
"well taken", reiterating that comments he may have heard were not made by anyone on
this Council. Mr. Lieberman said, as a point of clarification, that the decision is not
whether to allow any particular youths from any particular community to come in;
instead, it is an issue of residents versus non-residents. Those non-residents could
come from anywhere. Ms. Colquitt, in the interest of clarity, asked if the question of not
allowing Wellston children from using the pool had been raised at the last Parks
Commission meeting? She had not attended the meeting herself. Mayor Adams
responded that there were some comments of that nature made by some people
attending the last Parks Commission meeting, and he also received an email from a
citizen. However, these comments, allegedly, came from audience members, and
Mayor Adams stipulated that his knowledge of this incident is strictly second-hand.

Mr. Sharpe asked if the final decision had been made. Mayor Adams said the decision
would be made by the Council, with recommendations from the Parks Commission.

Departin,q Comments from Councilmember Munkel

Mr. Munkel, a departing member of the City Council who is not seeking re-election,
took the opportunity to thank a number of people: his wife and family, the citizens of
Ward Two, Mayor Adams, Mr. Ollendorff, Leisha Forsythe, city employees, and the
members of the Police and Fire Departments He noted the special challenges of future
years, noting "There has to be the balance between personal rights and the control of
government." He commented upon the "unique experiment" of University City as a
place where "people can live together in harmony", but adding "there is still work to be
done." He then thanked all for the "opportunity to work with you, and to serve you."

Mr. Munkel's words received an ovation from those attending the meeting. Mr.
Ollendorff said that he brought greetings from the University City Fire Department who
assured him that the new aerial tower ladder fire truck will be here before his departure
from office, so that he can be the first "to receive a tour to the top of the tower.
Mayor Adams then offered a special "thank you" to Wayne Munkel for serving the
citizens of University City, pointing out that he had been a neighbor and friend for many
years, and expressing how much he enjoyed working with him on the City Council.

Page 13
